Item #13 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF SEPTEMBER 7, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E. , CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION APPROPRIATING ADDITIONAL FUNDS <br />FOR AGUA MANSA ROAD WIDENING AND STREET <br />IMPROVEMENT PROJECT AND AUTHORIZE THE AWARD OF <br />CONTRACT FOR ENGINEERING AND ENVIRONMENTAL <br />SERVICES TO ENGINEERING RESOURCES OF SOUTHERN <br />CALIFORNIA, INC. IN THE AMOUNT OF $88,670. <br />DATE: AUGUST 30, 2004 <br />BACKGROUND: <br />In 1994, SAWPA (Santa Ana Watershed Project Authority) entered into an agreement with the <br />City of Colton to construct off-site improvements in front of RIX (Rapid Infiltration and <br />Extraction) facility in Agua Mansa Road as part of the City's condition of approval for the <br />construction of the facility. Since the off-site improvement was not necessary during that time, <br />SAWPA agrees to construct the improvements in future date with the exact date not specified on <br />the agreement. Parts of the condition are installation of pavement curbs, gutters, sidewalk, <br />landscaping, irrigation, and right of way dedication. Whereas, sometime last year, the City of <br />Colton Electric Department had completed and commissioned the electric generating power plant <br />located next to RIX facility. Both of these facilities are located on the proposed Capital <br />Improvement Project section of Agua Mansa Road from San Bernardino Flood Control Rialto <br />Channel to Riverside Avenue. <br />The proposed street improvement includes widening the road carriageway to four (4) 12 -foot <br />lanes with a 14 -foot median and possible change of alignment at the approach of Rialto Channel <br />to align with existing channel crossing. A raised median will be utilized at the approach of <br />Riverside Avenue and RIX facility to better control the left -turn movements. <br />On May 7, 2003, Public Services Department solicited proposals to provide engineering design for <br />this project. Staff received formal proposals from three (3) firms, with their corresponding fee <br />amounts as follows: <br />1. Engineering Resources of So. Califortnia, Inc. — San Bernardino, Ca. $ 56,625.00 <br />2. Associated Engineers, Inc. — Ontario, Ca. $ 84,940.00 <br />3. Boyle Engineering Corp. -Ontario, Ca. $ 233,525.00 <br />
