ANALYSIS/DISCUSSION: <br />Upon review, City staff found that all three (3) firms are capable and qualified of doing the project. <br />Since Engineering Resources of Southern California, Inc. offered the lowest proposal, staff decided <br />to award the contract to them and contacted them to include the environmental process of the <br />project. Engineering Resources of Southern California, Inc. sends a new proposal dated June 10, <br />2004 (shown as Exhibit A) with the following breakdown: <br />a. Engineering Design Services $ 54,030.00 <br />b. Environmental Services $34,640.00 <br />Total $88,670.00 <br />In addition there is 10% administration and project management cost bringing the total to <br />$97,537. Electric Department are willing to share the engineering design cost of the project <br />proportionate to their parcels frontage. The approximate total frontage of the two facilities is <br />3,760 feet with RIX facilities occupies 63% (2360 feet) and the remaining 37% (1400 feet) with <br />Power Plant. <br />CONFLICT OF INTEREST: <br />Exact Business Name: Engineering Resources of Southern California, Inc. <br />President or equal: John Egan, Principal <br />Contact or representative: John Egan, Principal <br />ENVIRONMENTAL IMPACT: <br />Environmental study for this project is part of the scope of work of Engineering Resources of <br />Southern California, Inc. and environmental impact is not known at this time. <br />FINANCIAL/FISCAL IMPACT: <br />This project was included in the fiscal year 2003/2004 Five -Year Measure I Plan, however has <br />not yet been budgeted. In fiscal year 1996/1997 $61,354 was set aside in Measure I funds for <br />the future design of this project. Thus, funding for the design of this project is enough to cover <br />the proportionate share in front of the RIX facility of $61,354, available in account # 450-0535- <br />6970-3890. Electric Department's proportionate share is the remaining $36,183 and will be <br />funded through their professional services account #520-8000-8001-2350-0923-000. <br />RECOMMENDATION: <br />Staff respectfully recommends that Council: <br />1. Approve Resolution amending the budget by appropriating additional fund for Agua Mansa <br />Road Widening and Street Improvement Project. <br />2. Authorize the award of professional services contract for engineering design and <br />environmental services to Engineering Resources of Southern California, Inc.of San <br />Bernardino, California, in the amount of $88,670. <br />
