100.00/P
Amer Jakher, P.E., City Engineer
June 10, 2004
Page 2
plans prepared by San Bernardino County Transportation Department, dated June 27, 1995. A
change from the alignment will be required at the approach to Rialto Channel so the road can be
aligned with the existing channel crossing.
Road width, within a 90 -foot right-of-way, will be 78 feet, curb to curb, consisting of four 12 -
foot lanes, a 14 -foot median, and two, 8 -foot shoulders. You have indicated that raised medians
should be utilized at the approach to Riverside Avenue and perhaps at the RIX Plant in order to
better control left -turn movements.. It is my understanding that no right-of-way acquisition
document efforts are to be included in this proposal.
Scope of work will also include conduct of environmental services required for the project. The
easterly portion of the project includes Delhi Sands Flower -Loving Fly habitat.
Existing street is two-lane, serving an industrial area within both the Cities of Colton and Rialto.
Curb and gutter exists along large portions of the southerly side and there are several
intersections. Drainage will be routed for the most part to intersecting streets to dewater Agua
Mansa Road.
PROJECT APPROACH
Proposed project approach and generalized overview of conduct of our design services will
include the following efforts.
► Conduct a kick-off meeting with the City to discuss and review objectives and
priorities and to obtain City information.
► Research and obtain utility records.
► Coordinate conduct of an investigation by the City's geotechnical consultant
concerning recommended pavement section.
► Conduct survey and mapping by field and aerial photogrammetric means.
► Prepare plans of existing street, right-of-way, and adjacent improvements at a
scale of 1 " = 40', or 1 " = 20', where required.
► Prepare cross-sections for use in final design.
