Item #17 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF APRIL 5, 2005 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER SUBJECT: AUTHORIZATION REQUEST TO SOLICIT PUBLIC BIDS FOR AGUA MANSA ROAD -MOUNT VERNON AVENUE STREET REPAIR PROJECT DATE: MARCH 28, 2005 BACKGROUND: The Agua Mansa Road Street Improvement Project is part of the CIP (Capital Improvement Program) Projects scheduled for construction for FY 04-05. The scope of the project includes cold mill existing and overlay 1-1/2" to 2" asphalt along Agua Mansa Road from the County Limits to the Rialto Channel. Another project scheduled for construction this fiscal year is CDBG Project No. 104-30205/2617 — Pavement Rehabilitation by grinding and overlay of portions of Mt. Vernon Avenue from Valley Boulevard to Fairway Drive. By using the remaining funds for the Mt. Vernon Avenue Street Improvement Project, portions of Mt. Vernon Avenue from Fairway Drive to Colton Avenue will also be a part of the project. This project is funded with RDA (Redevelopment Agency) funds. Rehabilitation of portions of Mt. Vernon Avenue from Colton Avenue to La Cadena Drive will be an Optional Bid Item and will be added to the project if there is savings on the Base Bid Item. RDA Funds In September 1999, the Colton Public Financing Authority (the "CPFA") issued $5.29 million in Tax Allocation Bonds secured by tax increment revenues in the Mt. Vernon Corridor Redevelopment Project Area. Approximately $2.0 million was used to refund existing debt from outstanding 1996 Notes, $500,000 was set aside for reserves and to pay for the cost of issuance, and the remaining $2.7 million was identified and reserved for various Redevelopment projects. On January 18, 2000, the Redevelopment Agency Board approved a list of public improvement projects which were recommended by the Mt. Vernon Citizens Advisory Committee (CAC). On June 4, 2002, the Agency and the City entered into a Construction Management Agreement (CMA) to construct the public improvements. Pursuant to the CMA, the City is responsible for the management and supervision of all aspects of the design and installation of these public improvements, including the securing of right- of -way and easements to complete these projects.
