Babcock & Brown Storage Specialist <br />File Index Number DAP -000-467 <br />October 25, 2005 <br />Page 3 of 4 <br />10 freeway and off -ramps allowing for convenient access and high visibility for the proposed facility. <br />This land use amendment will allow the construction and operation of miniwarehouse facilities to be <br />available to meet the storage needs of neighboring residents and businesses. <br />A text change is requested pertaining to parallel parking and parking ratios to address the unique <br />demands of the proposed miniwarehouse land use. A Lot Merger is required to consolidate all three <br />parcels into a single parcel which will allow for the proposed construction across existing property <br />lines. If the Commission and the City Council approve the aforementioned zone text changes and <br />proposed Lot Merger, the proposed project will be consistent with the West Valley Specific Plan and <br />the City Zoning Ordinance. <br />COMPATIBILITY TO SURROUNDING USES <br />The proposed project is located in an area surrounded by other similar industrial and commercial <br />uses; therefore, it is staffs opinion that the proposed project will be compatible with the surrounding <br />uses. <br />An Environmental ChecklistiInitial Study was prepared for the proposed project by Planning Division <br />staff. The Initial Study was publicly circulated to Responsible Agencies and the general public on <br />October 5, 2005. Based on the Initial Study, staff is recommending that a Mitigated Negative <br />Declaration and Mitigation Monitoring and Reporting Program (MMRP) be approved for the proposed <br />project to address temporary air quality concerns during the project construction. As of the date of <br />writing this staff report, no public correspondence has been received. <br />On July 18, 2005, the Design Review Committee considered the proposed project and voted to <br />recommend conditional approval to the Planning Commission. Staff concurs with the Committee's <br />recommendation. <br />FINDINGS: <br />1. If the Planning Commission and the City Council approve a Specific Plan Amendment as <br />requested, the proposed project will be consistent with the intent and guidelines of the <br />General Plan and West Valley Specific Plan. <br />2. If the Planning Commission and the City Council approve the Zoning Text Changes as <br />requested, the proposed project will be consistent with the intent and guidelines of the <br />Zoning Ordinance. <br />3. The proposed project is compatible with the surrounding uses. <br />4. The proposed project will not have a significant effect on the environment and warrants the <br />filing of a Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program <br />(MMRP). <br />RECOMMENDATION: <br />Staff recommends that the Planning Commission approve File Index Number DAP -000-467 for <br />approval of a Design Review and Lot Merger, and approve and adopt Resolution Number , a <br />recommendation to the City Council to approve an amendment to the West Valley Specific Plan to <br />allow miniwarehouse land use within the West Subarea of the West Valley Speicific Plan and the <br />Zoning Text Amendments to provide parallel parking and parking ratios specific to the miniwarehouse <br />
