Access to the project site will be provided by <br />two driveways off of West Valley Blvd. The proposed project involves three parcels which are <br />required to be merged and recorded with San Bernardino County prior to obtaining building permits. <br />The applicant is also requesting approval of a Specific Plan Text Amendment. Mini -warehouse is not <br />currently listed as a permitted use within the West Valley Specific Plan or the Colton Municipal Code <br />(Zoning Ordinance), however, it is defined within the Zoning Code Definitions 18.04.342 as follows: <br />"Miniwarehouse" means a fully enclosed building or structure designed to provide leased storage <br />facilities in the form of the individual space. Such facilities shall not be used for other commercial or <br />industrial uses. <br />The applicant's request is to include "mini -warehouse', as defined above, within the Detailed Land <br />Use Definitions section as #18.04.324 "mini -warehouse" page #31 of the West Valley Speicific Plan, <br />and to include "mini -warehouse" as a permitted use within the Regional Retail Designation in Figure <br />3.3 page #37 "Permitted Land Uses and Development Standards" chart of the West Subarea of the <br />West Valley Speicific Plan. <br />The applicant is also requesting approval of Text Amendments to Chapter 18.22.120 A. (Specific <br />Parking Requirements) and Chapter 18.36.30 B. (Design of parking facilities) of the Zoning Ordinance <br />to specifically address miniwarehouse parking requirements. The requested amendments are: <br />Amend Section 18.22.120 (A.) by adding "For miniwarehouse facilities, one space shall be <br />provided for every three thousand five hundred square feet of gross floor area." <br />2. Amend Section 18.36.30 (B.) to designate "Parallel parking spaces shall be allowed for mini - <br />warehouse facilities. Stall dimensions for parallel parking shall be 9'X 25'." <br />ANALYSIS: <br />GENERAL PLAN CONSISTENCY <br />The General Plan designation of the project site is Specific Plan, and is located in the West Valley <br />Specific Plan. The proposed project is the type of projects that are envisioned in meeting the goals <br />and objectives of the Specific Plan. Staff has determined that the proposed project would be <br />consistent with the intent and guidelines of the General Plan, if the Commission approves the Specific <br />Plan Amendment, and the request is subsequently approved by the City Council. <br />ZONING CONSISTENCY <br />The zoning classification of the project site is SP with a land use designation of Regional Retail. The <br />proposed project is a request for the approval of the construction and operation of a miniwarehouse <br />and recreational vehicle storage facility on 3.08 acres; and in order to allow this project, the applicant <br />request to amend the "Permitted Land Uses and Development Standards" chart of the West Subarea <br />of the West Valley Speicific Plan to include miniwarehouse as a permitted use within the Regional <br />Retail land use category. The Goals of the West Valley Specific Plan include "plans for uses which <br />can benefit from freeway access and visibility." The project location is within close proximity of the I- <br />
