Item #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF FEBRUARY 1, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER (9) <br />SUBJECT: AUTHORIZATION REQUEST TO SOLICIT PUBLIC BIDS FOR <br />COOLEY RANCH ELEMENTARY CDBG CHILD CARE <br />MODULAR PROJECT. <br />DATE: JANUARY 20,2005 <br />BACKGROUND: <br />On July 15, 2003, the City Council approved the authorization to enter into a license agreement <br />with Colton Joint Unified School District to construct and operate a child care facilities at the <br />following locations: <br />• Reche Canyon Elementary School, located at 3101 Canyon Vista Drive. <br />• Woodrow Wilson Elementary School, located at 750 South 8" Street. <br />• Cooley Ranch Elementary School, located at 1000 South Cooley Drive. <br />Pursuant to Education Code section 17296 and Welfare and Institutions Code section 189860.40(a), <br />the City may construct the child care facilities on School District property, where the City will <br />provide child care and development services and any other service which will enhance the health, <br />development, and well-being of children. Pursuant to the above cited statutes, the City's <br />construction of the child care facilities on School District Property is exempt from approval by the <br />Department of General Services and would be under the jurisdiction and approval of the City's <br />Building and Safety Division. <br />These three (3) projects are funded by CDBG (Community Development Block Grant) tunds. <br />Among the three (3) projects, Cooley Ranch Elementary is the only remaining modular facility <br />requiring construction. The other two modular facilities were completed and accepted by the City <br />Council on December 7, 2004. <br />ANALYSIS/DISCUSSION: <br />The Cooley Ranch Elementary CDBG Child Care Modular Units Project consists of extending the <br />existing modular facility by installation of additional 1152 square foot of floor area. It includes <br />installation of a manufactured modular building on wood pad foundation with two (2) restrooms <br />and kitchen, installation of handicap ramps and installation of water and sewer facilities. It also <br />includes installation of a sick room, and carpets on the existing modular. In addition, the contractor <br />
