The above mentioned fees and taxes can be avoided by replacing the UST's with Above -Ground <br />Storage Tank (AST). In addition, regulating agencies for AST will be Colton Fire Department <br />instead of San Bernardino County Fire Department. <br />The City hired the services of Cornerstone Technology, Inc. of Long Beach, California to prepare <br />the base plan and specification for the project. The project is ready for the bidding process and <br />during this time, every attempt will be made by the Public Services/Engineering staff to ensure a <br />wide range of potential Bidders are reached by the advertising process. <br />ENVIRONMENTAL IMPACT: <br />The proposed public improvement is exempt under CEQA Section 15302 — Replacement or <br />reconstruction of existing structures and facilities where the new structure will be located on the <br />same site as the structure replaced and will have substantially the same purpose and capacity as the <br />structure replaced. <br />CONFLICT OF INTEREST <br />None. <br />FINANCIALIFISCAL IMPACT: <br />The Corporate Yard Fuel Storage Tank Replacement Project estimated cost is $175,000. The <br />design costs have been paid from account number 605-8700-8710-2350. A project expense <br />account, 605-8700-8710-3890, has been established for the Project. The Internal Service Fund, will <br />front the $175,000 from its fund balance to build this project. The Internal Service Fund will be <br />repaid within a five year period by the implementation of a user surcharge of twenty-five cents <br />($0.25) per gallon of fuel to all City vehicles and from savings from fees and taxes. <br />RECOMMENDATION: <br />Staff respectfully recommends that Council: <br />• authorize the request to solicit public bids for Corporate Yard Fuel Storage Tank <br />Replacement Project and staff will be directed to prepare and file Notice of Exemption to <br />meet CEQA guidelines prior to the award of contract. <br />• approve the attached resolution to establish the $175,000 budget in the Internal Service <br />Fund. <br />Attachment: Exhibit "A" — Letter from State Water Resources Control Board <br />Exhibit `B" — Inspection Report from SB County Fire Department <br />Resolution <br />victor Lmiz— rubric <br />IEW TEAM ONLY <br />Attorney: J) • nDzt. ui�lI <br />Manager: ID - fj_�F_ <br />Finance Director: <br />OTHER: <br />
