Item #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF JANUARY 18, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE THE AGREEMENT BETWEEN THE CITY AND <br />THE DEPARTMENT OF TRANSPORTATION ACCEPTING <br />$200,000 ADDITIONAL FUNDING FOR THE COLTON <br />AVENUE BIKE LANE CAPITAL IMPROVEMENT PROJECT <br />(III -37). <br />DATE: JANUARY 10, 2005 <br />BACKGROUND: <br />The Colton Avenue Bike Lane Project is a multi jurisdictional project between the Cities of Colton and San <br />Bernardino, located within the abandoned Southern Pacific Railroad right-of-way adjacent to Colton Avenue. <br />The approximate length of the proposed project is 2.25 miles starting from Valley Boulevard in Colton <br />moving north along 9`" Street then westward on "G" Street connecting to the abandoned Union Pacific <br />Railroad corridor on the west side of Colton Avenue then extending northeasterly to the City limits and <br />Inland Center Drive in City of San Bernardino. The bikeway travels along the Inland Center Drive over the I- <br />215 interchange and continues northeasterly terminating at "G" Street in City of San Bernardino. <br />The project scope of work includes an eight (8) feet wide bicycle path, new traffic signal on one intersection, <br />lighting, and economical landscape treatment and irrigation system. The City has an existing lease agreement <br />to use the railroad property for hike and bike -trail purposes with Union Pacific Railroad Company for a <br />period of 20 years expiring on December 31, 2023. <br />The contract for the design and engineering of the Project was awarded to GK and Associates on November <br />2, 2004, in the amount of $110,700. <br />RDA Funds <br />In September 1999, the Colton Public Financing Authority (the "CPFA") issued $5.29 million in Tax <br />Allocation Bonds secured by tax increment revenues in the Mt. Vernon Corridor Redevelopment Project <br />Area. Approximately $2.0 million was used to refund existing debt from outstanding 1996 Notes, $500,000 <br />was set aside for reserves and to pay for the cost of issuance, and the remaining $2.7 million was identified <br />and reserved for various Redevelopment projects. <br />On January 18, 2000, the Redevelopment Agency Board approved a list of public improvement projects <br />which were recommended by the Mt. Vernon Citizens Advisory Committee (CAC). On June 4, 2002, the <br />Agency and the City entered into a Construction Management Agreement (CMA) to construct the public <br />improvements. Pursuant to the CMA, the City is responsible for the management and supervision of all <br />aspects of the design and installation of these public improvements, including the securing of right- of -way <br />and easements to complete these projects.
