Soil contamination consists of polycyclic aromatic hydrocarbons (PAHs), <br />including probable human carcinogens, at a depth of generally about 1 to 4 feet below <br />grade, and locally up to 8 feet below grade. Benzo(a)Pyrene equivalent concentrations <br />of up to 104.1 mg/kg were found in soil at the Property. The Property was remediated in <br />2002 (April 15, 2002 through May 2, 2002) pursuant to a Removal Action Workplan <br />(RAW), dated April 1999, and pursuant to chapter 6.8 of division 20 of the Health and <br />Safety Code, under the oversight of the Department. A Soil Remediation Closure <br />Report (Closure Report) was prepared by ENV America Incorporated on behalf of <br />Southern California Edison Company upon completion of the remedial activities and <br />submitted to the Department on August 7, 2002. The Closure Report was approved by <br />the Department on August 28, 2002. A post-remediation health risk assessment <br />conducted by Iris Environmental to confirm that the remediation activities were <br />successful in achieving the remedial action goal of restoring the site to conditions that <br />would entail minimum usage restrictions, was included in the Closure Report. Figure 3- <br />1 of the Closure Report identifies the boundaries of the Inaccessible Areas. The <br />Closure Report concluded that levels of carcinogenic PAHs remaining in the <br />Inaccessible Areas exceed background concentrations and exceed levelsthatwould be <br />considered safe for commercial workers exposed on a daily basis. Further, the levels of <br />carcinogenic PAHs remaining in the Inaccessible Areas exceed levels associated with <br />an incremental cancer risk of 10� for a future construction worker, if prolonged direct <br />contact with these inaccessible soils were to occur. The City has therefore agreed to <br />execute and record a deed restriction on the Inaccessible Areas as part of the site <br />remediation, because PAHs, which are considered hazardous substances, as defined in <br />Health and Safety Code section 25316, and hazardous materials as defined in Health <br />-2- <br />
