City staff has averaged all of these costs and has determined that a $25 fee per cart will allow the <br />City to recover its costs for abatement of abandoned carts. Specific information on how the fee <br />was calculated is included in Exhibit 'A," attached. In accordance with the provisions of the <br />Government Code and California case law, the proposed fees are reasonable, fair and equitable <br />and proportionately representative of the costs incurred by the City. <br />FINANCIAL IMPACT: <br />Approval of the proposed resolution would help ensure recovery of the actual costs incurred by <br />the City for abatement of abandoned shopping carts and laundry carts.
