EXHIBIT 'W' <br />REDEMPTION FEE <br />FOR ABATEMENT OF ABANDONED SHOPPING CARTS <br />Pursuant to the California Constitution Article XI, Section 7, the City of Colton is empowered to <br />charge fees to cover certain municipal services, which includes costs incurred for the retrieval and <br />storage of abandoned shopping carts and laundry carts. Currently, the City of Colton is <br />subsidizing the removal and return of shopping carts to local vendors. These costs will now be <br />forwarded to the vendors in the form of a redemption fee, in exchange for the return of their <br />abandoned carts. This fee is authorized by California Business and Professions Code section <br />22435.7, subdivision (d) and Colton Municipal Code section 6.18.090, subdivision "E." <br />This fee takes into account the administrative staff time needed to inform the vendor of the <br />retrieval of its property by the City, by phone as well as by mail. The anticipated costs for <br />administrative staff time, equipment and supplies are $13.50 per cart. <br />The costs incurred by the City of Colton's Street Division for sending out their personnel for <br />abatement of abandoned carts is estimated at $8.00 per cart. Additionally, the equipment costs to <br />the City of Colton for the use of a pickup truck needed for the retrieval of abandoned carts is <br />$3.50 per cart. <br />Thus, the City of Colton will charge the owner of the abandoned carts a redemption fee of $25.00 <br />per cart for the total retrieval costs incurred by the City. <br />
