commences. <br />On June 15, 2004, the Agency Board authorized the Executive Director to Extend the Term of the <br />Rancho Mediterrania "finished lot" contracts by one year (Amendment 1) and to adjust the contract <br />amount in a net amount not to exceed $112,887 to accommodate the existing obligations and <br />additional anticipated lot sales. As of April 30, 2005 an additional seventeen (17) homeowners <br />purchased their lots, leaving forty-nine (49) Agency owned lots for sale. Table 1 shows the <br />adjustments to the contracts in accordance with Contract Amendment 1 to which each contractor <br />agreed that allowed the Agency to satisfy its obligations under the Purchase and Sale Agreement to <br />the remaining lots requiring improvements. The contract with SCM was <br />cancelled and the remaining contractor, R & R Garage Doors has performed successfully. SCM <br />also began refusing Landscape work when all the vacant lots were sold and Agency Improvements <br />were completed on new home installation, therefore their contract was cancelled. Because SCM <br />was the only landscape contractor, formal bidding process was completed and a contract for <br />Landscape Improvements was awarded in accordance with City procedures to EZ Landcaping on <br />September 14, 2004. The contract will expire on September 14, 2005 and it is being included for <br />extension at this time. <br />Discussion <br />All contractors were notified on April 7, 2005 that the Contract Amendment 1 executed in 2004 will <br />expire on June 16, 2005 and September 14, 2005 respectively, and all contractors were asked if <br />
