Item #16 <br />REDEVELOPMENT AGENCY <br />FOR THE <br />CITY OF COLTON <br />For the City Council and Redevelopment Agency Meeting of March 1, 2005 <br />TO: <br />FROM: <br />Honorable Mayor and Councilmembers <br />Honorable Agency Chairperson and Boardmembers <br />Candace Cassel, Redevelopment Direct�r/ (Y ) <br />SUBJECT: Consideration <br />Memorandum <br />of Engineers. <br />and Approval of Support Agreement #3 to <br />of Agreement with the United States Army Corps <br />DATE: Februarv 17, 2005 <br />BACKGROUND <br />On May 6, 1998, the City of Colton (City) and the Redevelopment Agency (Agency) were selected <br />for funding under the United States Environmental Protection Agency's (EPA) Brownfields Pilot <br />Project Program. Brownfields are abandoned or under-utilized properties where real or perceived <br />environmental contamination exists which inhibit re-use or redevelopment efforts. The Agency <br />received a$200,000 Brownfields Grant on September 4, 1998 to perform environmental <br />assessments on various Brownfields sites throughout the City. The Agency has requested and <br />received grant extensions which will expire on March 31, 2005. <br />On December 19, 2000 the City and Agency approved a Memorandum of Agreement (MOA) and <br />Support Agreement with the United States Army Corps of Engineers (COE). This MOA provided the <br />framework for COE to provide: 1) specific technical expertise; 2) project related supervision <br />including, but not limited to, oversight, control, and coordination of the subcontractors; 3) <br />environmental site assessments; 4) preparation, review and submittal of environmental assessment <br />repo�ts; and 5) insurance. The SuppoR Agreement outlined the specific Phase I Environmental <br />Assessment tasks that would be conducted. <br />COE retained Geomatrix Consultants, Inc. as a subcontractor to conduct Phase I assessments for <br />eleven sites, covering twenty-three parcels throughout the city. These assessments were <br />completed on November 20, 2001. Five sites were identified from the Phase I assessments that <br />needed additional testing through a Phase II assessment. <br />On April 6, 2004 the City and Agency approved SuppoR Agreement No.2 to the MOA for the <br />completion of Phase II assessments on two of the sites identified from the Phase I assessments. <br />The two sites include six parcels on the northwest corner of Mt. Vernon and Colton Ave., and two <br />parcels which are part of the Colton Regional Park that the City and County are cooperatively <br />developing. <br />DISCUSSION/ANALYSIS <br />Issues unrelated to the existing MOA with COE forced the cancellation of Phase II assessments on <br />the Regional Park properties.
