Cassel, Redevelopment Direc r. <br />SUBJECT: Consideration and Approval of Agency Reso ution No. 839 <br />Adopting the 2005-2009 Redevelopment Implementation Plan. <br />DATE: March 2, 2005 <br />BACKGROUND <br />California Redevelopment Law (the "CRL") requires that redevelopment agencies <br />prepare and adopt an implementation plan every five years indicating how the <br />agency plans to proceed with its redevelopment efforts to eliminate blight in the <br />community and report on its progress in meeting its housing obligations under the <br />CRL. As required by law, the Redevelopment Agency for the City of Colton (the <br />"Agency") has prepared its 2005-2009 Implementation Plan (the "Implementation <br />Plan"). Pursuant to the CRL, multiple redevelopment project areas may be combined <br />into one implementation plan. The following project areas are included in the <br />Agency's 2005-2009 Implementation Plan: Downtown No. 1, Downtown No. 2, <br />Cooley Ranch, as amended, Santa Ana River, West Valley, as amended, Mt. Vernon <br />Corridor and Rancho/Mill. <br />The purpose of the Agency's Implementation Plan, first and foremost, is to fulfill the <br />Agency's legal requirement to adopt an implementation plan. Requirements of <br />implementation plans reflect a strong legislative concern that redevelopment activities <br />should be connected with addressing the blight that justified adoption of the <br />redevelopment plan in the first place. The implementation plan is one of several <br />requirements which now direct that redevelopment activities be linked to the <br />elimination of blight. <br />During preparation of the 2005-2009 Implementation Plan, every property owner, <br />business owner and residential tenant in the seven redevelopment project areas was <br />mailed an invitation to attend four community meetings. The community meetings <br />(May 10, 2004, May 12, 2004, June 7, 2004 and June 9, 2004) were held to <br />encourage public participation in the formulization of the Agency's <br />RedevelopmenUcapital improvement plans. TonighYs public hearing to adopt the <br />Implementation Plan provides another opportunity for public input. The public <br />hearing was noticed in the Sun Newspaper on January 21, 2005, January 28, 2005 <br />and February 4, 2005. In accordance with the CRL, the public hearing notice was <br />also posted in four permanent locations within each redevelopment project area for a <br />period of three weeks. All of these notice periods were completed, at least, ten (10) <br />days prior to the date of the public hearing. <br />
