Vernon south of Valley Blvd.; <br />• Improvements to the City water, sewer, and drainage lines along Hunts Ln., <br />Cooley Ln., Cooley Dr., San Bernardino Ave., Valley Blvd., Meridian Ave., Pepper <br />Ave., the 3-5 and 3-11 Storm Drain projects; <br />• Development of the bicycle path along Mt. Vernon and Colton Ave.; <br />• Assist in facilitating the development on Oliver Holmes Rd. and Steele Rd., <br />• Development of the former Frontiertown site; <br />• Assembling property at the Northwest corner of Mt. Vernon and Colton Ave.; <br />• Park lighting at Cesar Chavez Park; <br />Other programs that will be undertaken throughout all seven project areas include: <br />working with real estate agents, property owners and developers to fill vacant <br />commercial buildings; and, creating and distributing marketing materials to increase <br />exposure to our businesses. <br />Housinq Production Obliqations <br />CRL requires the Agency to set aside 20% of its gross tax increment revenue into a <br />Housing Fund and to spend it solely on projects to preserve, rehabilitate and <br />increase the community's supply of low-and moderate-income housing. In addition to <br />the funding and expenditure requirements, the Agency must also follow a prescribed <br />formula to produce a certain number of housing units specific to individual income <br />categories, which is determined by the number of housing units constructed <br />throughout the city. <br />Health and Safety Code section 33413 states that, if an Agency fails to meet its <br />housing production requirements by the end of each ten-year plan period, it must <br />meet its housing production goals on an annual basis, until the requirements for the <br />ten-year period are met. <br />Although the Agency has invested considerable amounts of money into its low- <br />moderate housing fund, it has not been able to meet its housing production <br />obligations. The Agency has control over placing income restrictions on production <br />units it assists; however, the shortage has come from units produced by developers <br />where there are no income restrictions.
