Item #3 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MARCH 15, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: INTRODUCTION OF AN ORDINANCE AMENDING AND <br />RESTATING CHAPTER 15.28 OF THE COLTON MUNICIPAL <br />CODE RELATING TO OVERSIZED LOADS UPON CITY STREETS <br />DATE: March 2, 2005 <br />BACKGROUND: <br />Existing Chapter 15.28 of the Colton Municipal provides regulations for the moving of buildings <br />and oversized loads. Chapter 15.28 was adopted from Ordinance 965 on 1957 and was revised by <br />Ordinance No. 0-9-86. Various changes in height, weight and load limits of oversize loads and <br />vehicles have changed since the last revision. The City received a request from an organization of <br />trucking firms requesting to revise and update the City's Oversize Load Ordinance and so that it is <br />consistent and uniform with the ordinances of surrounding cities. <br />ANALYSIS/DISCUSSION: <br />Staff and the City Attorney's office drafted the attached revised ordinance and the Traffic <br />Committee recommended approval to the City Engineer at the December 1, 2004 Traffic <br />Committee Meeting. The Engineering Department has conducted surveys and comparisons with <br />other ordinances and reviewed provisions of the California Vehicle Code. <br />Based upon such inquiries and comparisons to other permitted processes of the City, and upon <br />information garnered from surrounding cities within the City's market area, the following standards <br />are proposed: <br />1. The oversized load shall not exceed one-half the narrowest roadway width over <br />which such oversized load is to be moved. <br />2. The oversized load shall not exceed eighteen feet (two hundred sixteen inches) in <br />width, or eighteen feet (two hundred sixteen inches) in height. <br />3. The overload shall not exceed one hundred thirty-five feet overall in length. <br />4. An overload shall not exceed one hundred tons of gross weight and shall conform <br />to the weight, axle number and wheel -loading requirements of the state as <br />provided in the State Vehicle Code Sections 35550 and 35551; provided, <br />however, the City Engineer may, at the time of issuing such annual permit, reduce <br />the gross weight limitation stated in this section if the specifically designated city <br />ORANOE\MXM\16183.1 <br />
