The Administration's FY06 budget <br />proposes the total elimination of CDBG. In lieu of the long-standing CDBG <br />program, the Administration is proposing the creation of a smaller program <br />within the Department of Commerce that will focus mainly on economic <br />development. Thus, we seek to your support to restore and preserve CDBG <br />Program funding. <br />For 30 years, CDBG has served as a critical component to help cities, <br />counties, and States meet their community development, affordable housing, <br />and economic development needs. Many have characterized CDBG as the <br />best federal domestic program ever enacted because of its flexibility and <br />adaptability in meeting the needs of a diverse America. <br />In fiscal year 200405, the County of San Bernardino received funding in the <br />amount of $9,078,369 million dollars and, of that amount, the City of Colton <br />received $547,000 thousand dollars. Below is Colton's list of CDBG funded <br />projects: <br />COLTON CDBG PROGRAM - PROJECTS APPROVED/FUNDED FOR <br />2004-2005 <br />Construction of Curb, Gutter, Sidewalk, <br />$ 217,600 <br />Pavement of Dirt Alleys <br />25,000 <br />Reconstruction of Deteriorated Road Sections in Target Areas <br />50,000 <br />Construction Sidewalk Improvements <br />17,500 <br />Installation of ADA Handicapped Access Ramps in Colton Business Areas <br />24,750 <br />Replace Child Care Modular Unit at Cooley Ranch Elementary School <br />141,600 <br />Early Childhood Education & Care Services <br />44,000 (') <br />Parent Training Program for Hard to Handle Children <br />4,000 (`) <br />Fund the Youth and Adult Literacy Education Program <br />10,000 (') <br />Outreach & Education Services Program for Youth AGES 10-18 <br />12.550 ('1 <br />TOTAL: <br />$ 547,000 <br />(') Public Service Programs <br />The CDBG Program positively impacts Colton's local economy through <br />physical, social and economic development programs that help to create and <br />retain jobs, and improve our local tax base and public infrastructure. With <br />the proposed cuts, we will no longer be able to fund critical services and <br />programs that allow us to serve low- and moderate -income households and <br />neighborhoods. <br />Generally speaking, hundreds of thousands of your constituents will no <br />longer be assisted and we will also be forced to lay off many employees.
