ZAMORA <br />COMMUNITY DEVELOPMENT DIRECTOR <br />SUBJECT: APPEAL OF PLANNING COMMISSION'S APPROVAL OF SIGN <br />VARIANCE AND CONDITIONS OF APPROVAL FOR PROPERTY <br />LOCATED AT THE NORTHEAST CORNER OF SOUTH MOUNT <br />VERNON AND SANTO ANTONIO DRIVE <br />DATE: MARCH 28,2005 <br />BACKGROUND: <br />This matter involves an appeal and request for review of the Planning Commission's February 25, <br />2005 decision to approve a major variance to exceed the height requirements for a freestanding <br />electronic readerboard sign to be placed in front of the proposed Giant RV sales facility on <br />property located on the northeast corner of South Mt. Vernon and Santo Antonio Drive. The <br />Planning Commission approved the major variance application subject to a requirement that the <br />applicants pave Y2 the width of the street in front of their facility. The Planning Commission also <br />approved the architectural and site plan review applications for a 25,600 square foot sales building <br />with twelve (12) repair bays on January 11, 2005. <br />The major variance for the freestanding sign was required because the City's Sign Ordinance <br />restricts non -freeway oriented freestanding signs to a height of five (5) feet. The applicants <br />proposed a sign of twenty feet (20') in height. <br />A request for review of the Planning Commission's decision was filed by two members of the City <br />Council pursuant to Section 18.58.070(C)(8). The applicants also appealed the Planning <br />Commission's approval of their major variance in order to seek review and removal of the <br />condition requiring the paving of 1/2 the street area in front of the business. (The applicant <br />believes such a condition is inappropriate.) A complete description of the project and its impacts <br />is provided in the Planning Commission Staff Reports of January 11, 2005 and February 8, 2005 <br />(attached). <br />PLANNING COMMISSION AND HEARINGS: <br />Prior to approving the project, the Planning Commission held a public hearing that was continued <br />to January 11, 2005, January 25, 2005, February 11, 2005 and February 22, 2005. At each <br />meeting the applicant, their representatives and all members of the public were given an <br />opportunity to present information and testimony concerning the major variance. <br />During the meetings, the Planning Commission heard concerns from staff that appropriate <br />findings could not be developed to support the major variance.
