TO: <br />FROM: <br />Item #2 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF MAY 3, 2005 <br />MEMBERS OF THE CITY COUNCIL <br />Director <br />SUBJECT: Consideration of an Amendment to the General Plan Land Use Map to <br />Re -designate Property from Medium Residential to Light Industrial and <br />an Amendment to the City of Colton Official Zoning Map to <br />Rezone Property from R-2 (Duplex Residential) to M-1 (Light <br />Industrial) for Property Located at 309 West Congress Street (File Index <br />Number DAP -000-373); Approve a Negative Declaration for the Project. <br />DATE: April 27, 2005 <br />BACKGROUND: <br />The applicant, Moss Equipment Rentals, is requesting City Council approval of a General Plan <br />Amendment from Medium Residential to Light Industrial, and a Zone Change from R-2 (Duplex <br />Residential) to M-1 (Light Industrial) for the property located at 309 West Congress Street <br />(Assessor Parcel Number 0163-202-21-0000), in order to establish a construction yard with parts <br />and equipment storage, repairs, maintenance, and rental of equipment. The proposed project <br />requires a General Plan Amendment from Medium Residential to Light Industrial, a Zone <br />Change from R-2 (Medium Residential) to M-1 (Light Industrial) to allow for the proposed <br />construction, maintenance, and repair yard. The 2.084 -acre project site was formerly used by <br />CALTRANS as a maintenance yard. The site is relatively flat and is comprised of existing <br />storage buildings, offices, trailers, service areas, and eight paved parking spaces. All existing <br />onsite structures and areas will continue to function and operate with the exception of three small <br />structures that will be removed. <br />ANALYSIS/DISCUSSION: <br />As noted above, the project site previously served as the maintenance yard for CALTRANS. The <br />applicant intends to use the property for a similar use, however, it requires a General Plan <br />Amendment and Zone Change. On March 22, 2005, the Planning Commission considered the <br />applicant's project, along with a request for architectural and site plan approval for the <br />construction of a new 4,000 S.F. enclosed work shop with attached 3,500 S.F. canopy, and a <br />Conditional Use Permit for fueling area comprised of a 10,000 -gallon diesel tank, a 8,000 -gallon <br />diesel tank, a 1,000 -gallon used oil tank and three 200 -gallon new oil tanks. These tanks will be <br />installed above grade and will be enclosed by a six-foot high concrete block wall. The work shop <br />will have a metal roof with pre -fabricated grey metal siding and the attached canopy will also <br />have a metal roof. These structures will be utilized for storage of maintenance of equipment and <br />
