The Commission approved the design plans, a Conditional Use Permit, and adopted <br />Resolution Number R-02-05, which is a recommendation to the City Council for approval of the <br />General Plan Amendment, Zone Change, and Adoption of the Negative Declaration. <br />ALTERNATIVES: <br />Reject the applicant' s request and maintain the existing land use designation. <br />FISCAL IMPACT: <br />Positive impact, the property will be improved from its current condition and may generate <br />property tax revenue from new construction. <br />ENVIRONMENTAL IMPACT: <br />Based on an Environmental Assessment, it was concluded that there would be no significant impact <br />to the environment; therefore, the Planning Commission recommends approval of a Negative <br />Declaration for the project. <br />CONFLICT OF INTEREST: <br />Mark Moss <br />Moss Equipment Rentals <br />P.O.
