Item #12 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF MAY 3, 2005 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: AMER JAKHER, P.E., CITY ENGINEER SUBJECT: AUTHORIZATION REQUEST TO REJECT ALL BIDS FOR THE CONSTRUCTION OF BIG LEAGUE DREAMS SPORT PARK PROJECT DATE: APRIL 25, 2005 The Big League Dreams Sport Park Project is a three (3) replica baseball field construction project on an approximate 11.3 acre lot in the Cooley Ranch Area (vacant lot across Ashley Furniture site). It includes construction of site amenities such as a restaurant/concession, administration and maintenance buildings, multi-purpose pavilion, tot -lot playground area, and batting cages. On December 16, 2003, the City Council authorized the pre -qualification process for the construction of this project. The intent of the pre -qualification process, which started on September 22, 2004 together with the bidding process, is to properly screen the contractors that will participate in the bidding process. On January 18, 2005, the City Council authorized the rejection of bids (received on December 22, 2004) for this project and authorized the re -bid for this project at the same meeting. Staff received the formal bid proposals on March 2, 2005 from three (3) pre -qualified contractors with their corresponding bid amounts as follows: Company 1. Ecology Construction 2. Edge Development, Inc. 3. Dale Construction ANALYSIS/DISCUSSION: Base Bid with Bid Alternate $ 8,085,406 $ 11,461,406 $ 8,131,010 $ 11,492,186 $ 9,760,414 $ 11,714,505 The bid difference submitted by the apparent low bidder and the second low bidder is less than 1%. The lowest bid of $11,461,406 (with bid alternate) is considerably higher than the Engineer's estimate of $9.5 million. The discrepancy is due to continuous price increases of construction materials.
