26 Colton, LLC <br />File Index Number DAP -000-358 <br />March 22, 2005 <br />Page 3 of 3 <br />square feet, and minimum lot dimensions of 60 feet in width and 100 feet in depth. The applicant is <br />requesting approval to add the PC (Planned Community) land use designation to the project site and <br />has proposed Tentative Tract Map No. 17187 that proposes lot sizes ranging from 4,896 to 6,801 <br />S.F., with minimum widths of 48 feet and depths ranging from 101 to 164 feet. It is staff's opinion that <br />the project site is not the appropriate location to implement the requested PC land use designation <br />because of the surrounding uses. However, if the proposed zone change is approved by the <br />Planning Commission, and subsequently approved by the City Council, the PC (Planned Community) <br />designation would be added to the R-1 (Single Family Residential) land designation, thereby making <br />the proposed project consistent with the Zoning Ordinance. <br />COMPATIBILITY TO SURROUNDING USES <br />The project site is located in a fully urbanized area and is surrounded on the north, south and east by <br />existing R-1 single-family residential houses on lots that are a minimum of 7,200 S.F. The project site <br />is adjacent to a single-family residence and the McKinley Elementary School on the west. It is staffs <br />opinion that the proposed project is not compatible to the surrounding uses. <br />ENVIRONMENTAL CONCERNS: <br />An Environmental Assessment/Initial Study was prepared by staff and circulated for public comments. <br />The document was mailed to all Responsible Agencies. Staff received one comment letter, from The <br />Gas Company stating that gas service to the project could be provided without any significant impact <br />to the environment. A copy of the letter has been provided to the Commission. <br />The Design Review Committee considered the proposed project on October 18, November 1, and <br />November 15, 2005. At the November 15th DRC meeting, the applicant was informed that additional <br />information was required in order to render a recommendation on the proposed project. At the <br />request of the applicant, the DRC denied the project and recommends "denial" to the Planning <br />Commission. <br />FINDINGS: <br />1. If the Planning Commission and City Council approve a General Plan Amendment, the <br />proposed project will be consistent with the intent and guidelines of the General Plan. <br />2. If the Planning Commission and the City Council approve a zone change the proposed project <br />will be consistent with the Zoning Ordinance. <br />3. The proposed project not compatible with the surrounding uses. <br />4. The proposed project will not have a significant effect on the environment and warrants the <br />adoption and filing of a Mitigated Negative Declaration and Mitigation Monitoring and Reporting <br />Program. <br />RECOMMENDATION: <br />Staff recommends that the Planning Commission deny File Index Number DAP -000-358. However, <br />should the Commission approve the proposed project, staff recommends that the project be <br />continued to the April 12, 2005 meeting to allow staff to prepare the appropriate Resolution and any <br />additional Conditions of Approval. <br />
