Laurin, Secretary/Administrator <br />�IC� Agua Manse Industrial Growth Association (AMIGA) <br />NSA TO: AMIGA Executive Committee Members <br />SUBJECT: Resolution Authorizing Expansion of Agua Manse <br />Enterprise Zone <br />In 1990, the State of California enacted AB 251 providing for the expansion of Enterprise Zone <br />boundaries by up to 15% of a zone's original acreage. The bill also provides for multi -jurisdictional <br />zones, such as Agua Manse, to expand their areas individually within the zone as long as the total does <br />not exceed 15% of the total original_ acreage._ To comply with this provision, AMIGA's Executive <br />Committee approved a process where each of the five jurisdictions that make up the Agua Mansa <br />Enterprise Zone (County of San Bernardino, County of Riverside, and the cities of Colton, Rialto and <br />Riverside) each received a per -capita share of the allowable 15% expansion based on their jurisdiction's <br />acreage within the original Enterprise Zone boundaries. Further, expansion allocations could also be <br />transferred between jurisdictions with AMIGA's and each jurisdiction's approval. Various expansions <br />were made within this process over the years, and currently only the County of San Bernardino and City <br />of Rialto have acreage left in their expansion allocation. <br />The City of Rialto is developing a proposal to use their remaining allocation and this will probably be <br />presented at the next AMIGA meeting. At this meeting we are asking approval from the Executive <br />Committee for the expansion of the Enterprise Zone within the city limits of Colton; specifically to include <br />the two (2) parcels of land that lie southeasterly of the intersection of Agua Mansa Road and Riverside - <br />Rialto Road in order to accommodate a new manufacturing plant. The City of Colton previously <br />expanded its enterprise zone boundaries in 1991, 1994, and again in 1995 resulting in exhaustion of <br />their allocated expansion capabilities. They have requested that that the County of San Bernardino <br />transfer 67.5 acres of its remaining enterprise zone expansion allocation for this purpose. The County <br />supports this request and will formalize its approval pursuant to AMIGA's Executive Committee's review <br />and approval. <br />Upon approval by the Executive Committee, each jurisdiction will be asked to approval a similar <br />resolutions which will be forwarded with the expansion application to the State Housing and Community <br />Development Department. <br />A presentation will be made at the meeting with more detailed information.
