Laurin, Secretary/Administrator �IC� Agua Manse Industrial Growth Association (AMIGA) NSA TO: AMIGA Executive Committee Members SUBJECT: Resolution Authorizing Expansion of Agua Manse Enterprise Zone In 1990, the State of California enacted AB 251 providing for the expansion of Enterprise Zone boundaries by up to 15% of a zone's original acreage. The bill also provides for multi -jurisdictional zones, such as Agua Manse, to expand their areas individually within the zone as long as the total does not exceed 15% of the total original_ acreage._ To comply with this provision, AMIGA's Executive Committee approved a process where each of the five jurisdictions that make up the Agua Mansa Enterprise Zone (County of San Bernardino, County of Riverside, and the cities of Colton, Rialto and Riverside) each received a per -capita share of the allowable 15% expansion based on their jurisdiction's acreage within the original Enterprise Zone boundaries. Further, expansion allocations could also be transferred between jurisdictions with AMIGA's and each jurisdiction's approval. Various expansions were made within this process over the years, and currently only the County of San Bernardino and City of Rialto have acreage left in their expansion allocation. The City of Rialto is developing a proposal to use their remaining allocation and this will probably be presented at the next AMIGA meeting. At this meeting we are asking approval from the Executive Committee for the expansion of the Enterprise Zone within the city limits of Colton; specifically to include the two (2) parcels of land that lie southeasterly of the intersection of Agua Mansa Road and Riverside - Rialto Road in order to accommodate a new manufacturing plant. The City of Colton previously expanded its enterprise zone boundaries in 1991, 1994, and again in 1995 resulting in exhaustion of their allocated expansion capabilities. They have requested that that the County of San Bernardino transfer 67.5 acres of its remaining enterprise zone expansion allocation for this purpose. The County supports this request and will formalize its approval pursuant to AMIGA's Executive Committee's review and approval. Upon approval by the Executive Committee, each jurisdiction will be asked to approval a similar resolutions which will be forwarded with the expansion application to the State Housing and Community Development Department. A presentation will be made at the meeting with more detailed information.
