Y <br />RESOLUTION NO. 2005-3 <br />RESOLUTION OF <br />THE AGUA MANSA INDUSTRIAL GROWTH ASSOCIATION <br />APPROVING THE CITY OF COLTON'S EXPANSION IN THE AGUA <br />MANSA ENTERPRISE ZONE <br />WHEREAS in 1985, the counties of San Bernardino and Riverside and the cities of Colton, <br />Rialto, and Riverside, created the Agua Mansa Industrial Growth Association (AMIGA) Joint <br />Powers Authority to apply for and administer the Agua Mansa Enterprise Zone (AMEZ); and <br />WHEREAS the State of California approved AMIGA's application and established the <br />Agua Mansa Enterprise Zone: and <br />WHEREAS in 1990, the State of California enacted AB 251 providing for the expansion of <br />Enterprise Zone boundaries of up to 15% of a zone's original acreage; and <br />WHEREAS the bill provides for multi jurisdictional zones to expand their areas <br />individually; and the AMIGA Executive Committee gave each of its jurisdictions an allocation <br />equaling 15% of their respective original area for expansion purposes; and <br />WHEREAS the State of California has approved nine (9) AMEZ expansions since 1990 <br />leaving only the Counties of San Bernardino and Riverside and the City of Rialto with expansion <br />capacity remaining; and <br />WHEREAS the City of Colton desires to again expand their portion of the AMEZ to include <br />two (2) properties that lie Southeasterly of the intersection of Agua Mansa Road and Riverside - <br />Rialto Road to accommodate a new manufacturing plant to be located within its City; and <br />WHEREAS the County of San Bernardino has 67.5 acres of expansion capacity remaining <br />and the City of Colton has requested San Bernardino County s remaining acreage for its <br />expansion; and <br />WHEREAS each jurisdiction within the AMEZ is required to approve a resolution from its <br />appointing authority approving the AMEZ expansion. <br />THEREFORE, BE IT RESOLVED that the Agua Mansa Industrial Growth Association <br />hereby approves transfer of 67.5 acres from the County of San Bernardino's AMEZ expansion <br />allocation to the City of Colton, approves the City of Colton's expansion, and authorizes the <br />expansion application to be forward the State of California Housing and Community <br />Development Department. <br />
