p 5 <br />vIGANT <br />77, <br />The project team members assembled for this assignment have relevant expertise and <br />experience in electric utility operations, financial planning, system planning, power and <br />fuel requirements, forecasting, risk assessment, and security and vulnerability issues. <br />The members of the project team also have a strong history of working with municipal <br />clients, particularly in California, to provide exceptional consulting services. NCI's <br />history of working with this segment of the utility industry has given our project team a <br />clear understanding of the challenges, objectives, and needs of municipal utilities. <br />The names and qualifications of all professional personnel who will be assigned to this <br />project are outlined below <br />Ron Stassi, a registered professional engineer in California, will serve as Project <br />Manager for NCI, and therefore, as the primary point of contact with NCI's project team. <br />He lives and works with a one hour drive to Colton that permits him to provide a high <br />degree of responsiveness for both routine and time sensitive project issues. Mr. Stassi <br />has extensive experience in a wide range of power supply activities including <br />negotiation of power contracts, power supply planning, and load forecasting and <br />operational risks. Mr. Stassi has garnered many years' experience in California relating <br />to the safe maintenance, operation and construction of electric power systems. He also <br />brings a strong municipal utility management perspective to the project having had <br />management responsibility in the electric utilities of Glendale, Burbank and Pasadena. <br />Additionally, because he has extensive experience in dealing directly with utility <br />management, boards and city councils, and union representatives, he understands the <br />need to keep Colton informed and involved in the project. <br />Gordon Pickering has 23 years of marketing experience in the natural gas and power <br />industries in both the United States and Canada. As a energy marketing professional, <br />Mr. Pickering has developed an in depth understanding of the natural gas and power <br />exploration and production sectors as well as knowledge of the increasingly <br />interconnected North American natural gas pipeline and power transmission systems. <br />Through his years as part of energy trading and marketing operations in both industries, <br />he has developed an in depth understanding of the role that risk management, hedging <br />Colton Electric — Risk Assessment and Management Plan 10 <br />
