NAvIGANT <br />recently, Mr. Howell teamed with one of NCI's consulting partners to perform a <br />vulnerability assessment and emergency response plan enhancement for San Bernardino <br />Valley Municipal Water District. During the vulnerability assessment project, Mr. <br />Howell was Executive lead and team lead, while working on the Emergency Response <br />Plan enhancement he was Executive Lead and Technical Support. Furthermore, Mr. <br />Howell has designed security systems that can integrate into SCADA/Control Systems. <br />Mr. Howell's strengths will provide the City or Colton with the extensive security <br />experience that is required to provide exceptional value in conducting vulnerability <br />assessments that meet USEPA guidelines, include the concepts that AWWARF/Sandia <br />National Laboratories based the RAM -W on, and provide the City of Colton with a clear <br />picture of its electric system vulnerabilities to vandalism, terrorism and natural <br />disasters. <br />Complete resumes available upon request. <br />Colton Electric — Risk Assessment and Management Plan 13 <br />
