NAvIGANT <br />s. <br />Senor Ozgul is a Senior Consultant at Navigant Consulting Inc. with over 7 years of <br />professional experience covering a broad range of energy industry issues including <br />wholesale power market conditions, contract evaluation, price forecasting, and <br />generation asset valuation. Mr. Ozgul took the lead in completing numerous market <br />simulations in support of California Department of Water Resources' Power Supply and <br />$13 billion Bond Sales transactions during the 2001 energy crisis in California. Mr. <br />Ozgul regularly develops long-term power market price forecasts reflecting competitive <br />changes in the electric industry using computer simulation models such as the Electric <br />Market Simulation System (EMSS) and PROSYM chronological production simulation <br />system. He has completed studies of all North American regional power markets, <br />including Canada and Mexico. <br />Glenn Reddick is a registered professional engineer in California and three other states <br />with over 30 years of broad-based experience in the electric utility industry. Mr. <br />Reddick provides expertise in the areas of substations and transmission and distribution <br />operation and design. Mr. Reddick has served in a lead role for projects associated with <br />utility operations and maintenance, reliability, power quality, and protection. Mr. <br />Reddick has conducted many electric system troubleshooting and design activities for <br />California municipal utilities ranging from the size of Colton Electric up to that of the <br />Sacramento Municipal Utility District. Mr. Reddick has performed a wide range of <br />substation related engineering tasks for several municipal utilities in California, <br />including the Sacramento Municipal Utility District, and the cities of Glendale, Lodi, <br />Roseville and Needles. More specifically, those recent assignments related to electric <br />substation operations and maintenance, protection, and apparatus inspection. <br />Charlie Howell has over 13 years of experience in the security industry. The first 11 <br />years was spent as an integrator, with the last three years as a consultant for utilities. As <br />an integrator, Mr. Howell installed, serviced, designed and engineered security systems. <br />In addition, he has managed and trained technicians, managed projects and performed <br />quality of service inspections on utility installations. As a consultant, Mr. Howell has <br />performed vulnerability assessments for utility distribution systems, electrical <br />substations, water and wastewater treatment plants, and dams and reservoirs. His lists <br />of clients in the utility industry include large organizations such as the statewide <br />Department of Water Resources and individual municipal, district and city utilities.
