EXHIBIT A <br />REDEVELOPMENT AGENCY FOR THE CITY OF COLTON <br />RANCHO MILL HOME BEAUTIFICATION GRANT GUIDELINES <br />Homeowner must submit an application to the Redevelopment Agency (the "Agency") and <br />receive written approval prior to commencing any work. <br />Homeowner <br />Address <br />Approved Grant Amount — these funds may be taxable, you should consult with your <br />tax advisor prior to submitting Requests for Reimbursement. <br />Approved Improvements <br />Any deviations from this description will not be covered under the Grant program. If <br />Homeowner determines that changes are necessary, written authorization shall be obtained from <br />the Agency prior to commencing work on said changes. <br />Date of Expiration <br />The Agency has reserved the Approved Grant Amount in your name for the Approved <br />Improvements noted above. You will have ninety days to receive bids (if necessary), complete <br />the work and request reimbursement from the Agency. Failure to submit a complete Request for <br />Reimbursement prior to the 120 day expiration, will cause the funds earmarked for your project <br />to be reprogrammed. If the Homeowner discovers that additional time is necessary to utilize the <br />funds earmarked for their Approved Improvements, written authorization for the extension shall <br />be received by the Agency prior to the expiration. <br />Contracting for the Work <br />Homeowner is responsible for seeking 3 written bids for the work to be completed. Homeowner <br />shall submit the bids to the Agency for review and indicate which bid Homeowner recommends. <br />The Agency shall have 3 business days to review the bids and authorize Homeowner to engage <br />contractor. The Agency will only review the bids to ensure that the contractor is generally <br />qualified and the pricing is reasonable. The Agency assumes no responsibility for the work or <br />viarranties for such work. <br />Homeowner Completion of the Work <br />The Homeowner may complete the work himself provided it does not require the skill of a <br />licensed contractor (i.e. electrical, etc.). The Homeowner will only be reimbursed for the cost of <br />materials, as evidenced by receipts or invoices. <br />Permits <br />The Homeowner is responsible for seeking and obtaining any necessary permits or approvals to <br />complete the Approved Improvements prior to commencing work. Please contact the Community <br />Development Department at (909) 370-5079 to determine whether any City approva's (other <br />than the Grant approval) are required. The Agency may request that the homeowner provide <br />copies of any permits prior to reimbursing any funds under the Grant program. <br />
