Item #29 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OF SEPTEMBER 6, 2005 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AWARD OF CONTRACT FOR THE DESIGN, PROJECT INSPECTION AND <br />CONTRACT MANAGEMENT OF WELL 30 AND WELL 31. <br />DATE: August 23, 2005 <br />BACKGROUND: <br />Krieger & Stewart, consultant for the City's 1998 Water Master Plan recommended improvements <br />which are intended to enable Colton to meet anticipated water requirements over the next 10 to <br />20 years. These improvements call for the construction of eight new wells by the year 2010 in <br />order to effectively meet the recommended water production capacity. Since 1998, four wells have <br />been constructed. <br />Construction of the new proposed wells on City of Colton property will allow for existing demands <br />and water production requirements to be met, out of date well pumping plants to be removed from <br />service, and provide reserve capacity for when wells are removed from service for scheduled and <br />unscheduled maintenance. <br />DISCUSSION/ANALYSIS: <br />The professional engineering firm awarded the contract will design Well Nos. 30 & 31 and will also <br />provide contract management and construction inspection services during the drilling of the wells <br />and installation of the pumping equipment. The project consists of installing two new wells on city <br />of Colton property along Congress and Fogg Street with the discharge pipes running from the new <br />wells out to Fogg Street and northbound to M street. Fencing of the well sites will also be included. <br />A diligent effort was made to solicit proposals for the project from four professional engineering <br />firms. A total of three engineering firms submitted proposals. The formal sealed proposal opening <br />took place on Monday, May 9, 2005 at 4:00 p.m. in the Corporate Yard conference room. <br />Interviews of the three Engineering firms were also conducted on the 9th of May, 2005 in the <br />Corporate Yard conference room. Fee proposals were provided under separate cover and, in <br />accordance with the City's purchasing policy, the selection of the firm was made based on the <br />most qualified vendor rather than cost. <br />All of the firms that responded to the Request for Proposal are capable of completing the job <br />required. However, Krieger & Stewart, Inc. was chosen based on their comprehensive experience <br />in domestic water well design and construction. Krieger & Stewart was able to identify several <br />similar projects constructed for the City of Colton and other large water purveyors including <br />agencies such as Eastern Municipal Water District and Desert Water Agency. Krieger & <br />Stewart's design technique utilizes well drilling and testing prior to pump design completion. This <br />conservative and well -organized method ensures the characteristics of the wells will be certain at <br />the time of the pump design in order to maximize water production. <br />
