In addition, nearly all of the personnel assigned to the project performing design work are <br />registered engineers in the State of California. The other proposals appear to have registered <br />personnel engaged only in the supervisory phases of the project. <br />A review of the fee proposal showed that while Krieger & Stewart does have an apparent higher <br />cost, the reasons for this was determined to be due to the following factors: <br />1. The proposal submitted by Krieger and Stewart was the most comprehensive and <br />included several tasks that were not included by the other vendors. According to <br />discussions with Krieger and Stewart, these task elements were included to avoid <br />possible change orders later in the project. <br />2. Krieger & Stewart allocated more time to the preparation and submission of <br />environmental documents. Tasks such as biological, cultural and soil testing may need to <br />be conducted and were not included in the proposals by the other vendors, thus resulting <br />in an apparent lower cost. <br />3. Krieger & Stewart allocated significantly more time for on-site inspection of the drilling <br />process and the collection and analysis of drilling samples. This was the greatest <br />contributor to the higher cost of their proposal. By performing a detailed analysis of the <br />material removed during drilling rather than depending on the drilling contractor to provide <br />the data, the well design can be optimized for water production and quality. Once the well <br />is designed and constructed, very few changes can be made. Inspection of the drilling <br />process is the most crucial part of the well construction process. <br />4. The plans and specifications produced by Krieger & Stewart are typically very <br />comprehensive. Krieger & Stewart has an excellent track record for minimizing change <br />orders and controlling costs for well design and construction projects. In addition, the <br />actual average hourly rate in the Krieger & Stewart proposal is less than the other two <br />proposals that were evaluated. <br />Section 3.08.070(f) of the Colton Municipal Code states that contracts for professional services <br />shall be awarded to the contractor who will best serve the interests of the City, taking into account <br />the demonstrated competence, professional qualifications and suitability for the project in general. <br />Staff understands the apparent differences in cost between the proposals. However, these wells <br />are anticipated to be in service for over 50 years. Proper design and construction of these wells is <br />essential to the City providing adequate water supply at the most reasonable cost. A small <br />reduction in capacity or water quality due to poor design could result in hundreds of thousands of <br />dollars in costs over the life of the well. Thus, staff believes that Krieger & Stewart will be able to <br />provide the best product at the most reasonable cost by maintaining schedule, minimizing change <br />orders and maximizing water production. <br />FINANCIAL IMPACT: <br />Sufficient funds are available in Capital Improvement Account, Number 521-8100-8105-3890- <br />0000-000. <br />ENVIRONMENTAL IMPACT: <br />It is anticipated that the project can be performed under a mitigated negative declaration. An <br />initial study will be performed upon award of this contract. <br />
