CITY OF COLTON ITEM #8 <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF SEPTEMBER 6, 2005 <br />TO: HONORABLE MAYOR AND CIN COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR 1'% <br />SUBJECT: APPROVE THE JOB DESCRIPTION, SALARY RESOLUTION AND <br />RECRUITMENT FOR THE GENERAL LABORER POSITION. <br />DATE: AUGUST 29, 2005 <br />BACKGROUND: <br />The City has historically contracted out temporary labor help from private agencies. Temporary <br />agencies make their money by charging the city a high dollar per hour amount and pay the <br />temporary employee much less. On multiple occasions, some temporary agencies have tried to bill <br />the city twice for work done during the same week. In addition, timesheets have been missing and, <br />due to the extremely high turnover rates on these positions, it has delayed proper administration. <br />The city continues to pay various hourly rates depending on the position for every new temporary <br />employee. These rates continue to be costly to the city. However, by approving a General Laborer <br />position, the city will be able to cut down these costs. <br />DISCUSSION/ANALYSIS: <br />The city currently utilizes several general laborers from temporary agencies. The average cost for <br />a new temporary employee is $13.45 per hour. It could cost the city approximately $2,331 per <br />month for a temporary general laborer (assuming each temporary employee works full-time). By <br />creating a General Laborer position, the city only pays approximately $1,559 per month at salary <br />range A ($9.00 per hour), saving up to a total of $772 per month per employee. The city may have <br />5-7 temporary laborers at one time.
