2 �ayor Gonzales then read letters in full from Bruce Gray, President of the Chamber <br />of Commerce; Rosemary Colunga; and a Petition containing approximately 25 names, <br />in support of the City Manager's Agreement, and letters from Rita Miller, Miller's <br />Honey Company, and Melvin Pierson, opposing the Agreement at this time. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, approving Agreement <br />between the City of Colton and Robert Trevino, City Manager. <br />Before the Voting, Mayor Gonzales asked if anyone had comments they would like to <br />make on this matter. <br />Mr. Melvin Pierson, 1404 North 10th Street, Colton, spoke in opposition to the <br />Agreement, reading newspaper articles relating to former actions taken by the <br />City Council and Redevelopment Agency, and items concerning Mr. Trevino's former <br />employment and educational background. Mr. Pierson concluded he is not opposed <br />to the individual, himself, but he is opposed to a contract of this nature. <br />Mr. Wilford N. Sklar, Attorney from Riverside, stated that he has interests in <br />various projects in the City of Colton, and spoke in favor of the agreement for <br />the City Manager's position. Mr. Sklar commended Mr. Trevino in the performance <br />of his duties, while he was the Planning Director and now as City Manager, saying <br />Mr. Trevino has always maintained an "open door" policy with the public and this <br />is important. Mr. Sklar said he feels the City will benefit by the agreement. <br />Mr. Wes Hayden, 279 Litton Avenue, Colton, stated that although he was in favor <br />of the Agreement in the beginning, there were certain matters that have been <br />brought to light that he was concerned about. Mr. Hayden then discussed the <br />matter of nepotism in the City and questioned Council Members regarding employ- <br />ment of family members with the City. Mr. Hayden also stated he was concerned <br />about the fact that Mr. Trevino did not live in the City of Colton. <br />Mayor Gonzales explained that recent State laws have pre-empted the residency <br />requirement for public employees. Mayor Gonzales stated he understands, how- <br />ever, that Mr. Trevino does intend to move to Colton. <br />Councilman Rehrer said he would like to make a statement with regard to the Agree- <br />ment. Mr. Rehrer said he was not opposed to the individual, Mr. Trevino, or his <br />performance, however, he was opposed to the contract itself. Mr. Rehrer stated <br />the contract will take away the relationship between the City Council and the <br />City Manager, and he is not in favor of severence pay as this is a misuse of <br />public funds. <br />Councilwoman Cisneros stated the City already has an ordinance outlining the duties <br />of the City Manager's position and there is no need for this agreement. Mrs. <br />Cisneros said she did not feel the Council should obligate themselves with this <br />kind of an agreement. <br />Councilman Hayes stated he was in favor of the agreement and that he was the one <br />that had asked for the addition to the agreement. Mr. Hayes said he was also <br />concerned about future evaluation reports on performance. <br />Councilwoman Garcia stated she was in favor of the agreement because she felt it <br />will add continuity to our city government. <br />Mayor Gonzales stated he also felt the agreement will add stability to the City <br />Manager's position and will benefit the City as a whole. <br />Mayor Gonzales then asked for a Roll Call Vote on the motion as made. The Voting <br />was as follows: <br />AYES: Three; Hayes, Garcia, Gonzales. <br />NOES: Two; Cisneros, Rehrer. <br />ABSENT: None. <br />Motion carried. <br />ADJOURNMENT: <br />Moved by Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, <br />Mayor Gonzales adjourned the meeting at 6:35 p. m. <br />HELEN A.
