80 it was very necessary to get more police officers on the street and additionally, <br />one supervisor was needed as there are times when they operate without a supervisor, <br />particularly on Sundays. <br />Chief Elliottt said in going over the budget very briefly, there is an area where <br />a new building addition is proposed in the Police Department. The Chief said although <br />the addition is really a necessity, he is willing to give this up to get more police <br />officers on the street. Chief Elliott said the cost of the new personnel prior to <br />acceptance of the M.O.U.s is estimated at $60,820, this could be reduced by the <br />$44,600 budgeted for the building addition. <br />Assistant Finance Director Young said the M.O.U.s would add approximately $5,700 <br />to the personnel cost and if the Council decided to approve these additional costs <br />the actual added cost would be $21,968. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to tentatively approve the <br />Police Budget as recommended by the Chief of Police, adding two police officers, one <br />supervisor, deleting the addition to the Police Building and funding the additional <br />cost of $21,968 from Revenue Sharing Funds. Unanimous vote. <br />Discussion followed on gang related violent crimes and the use of Colton Police <br />Officers for apprehension of illegal aliens. <br />Chief Elliott reported gang related crimes are down and that the Colton Police <br />do not usually work on apprehending illegal aliens, however, in the case recently <br />covered in the newspaper the Federal Government asked for assistance. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to tentatively approve <br />the overall Police Budget. Unanimous vote. <br />Public Works - Engineering, Street Maintenance, Traffic Signals, Traffic Signs, <br />Traffic Striping, Curbs, Gutters & Sidewalks, Weed Abatement, City <br />Yards, Building and Ground Maintenance <br />City Manager Trevino reported he and Assistant Finance Director Young, have <br />reviewed the various budgets comprising the Public Works Department and recommend <br />approval. <br />Councilwoman Garcia questioned the deletion of $4,000 to photocopy all engineering <br />drawings and plans to microfische. Councilwoman Garcia felt that due to the cost <br />savings in floor space for storage of large drawings vs microfische and the time <br />spent in locating records, in addition to better protection of records, that the <br />City should seriously look into putting more records on microfische. <br />City Manager Trevino responded that a study would be made. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to tentatively approve <br />the total Public Works Budgets as recommended. Unanimous vote. <br />Library <br />City Manager Trevino reported he and the Assistant Finance Director, Mr. Young, <br />reviewed the Library Budget with Martine Hornburg and are in concurrence. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to tentatively <br />approve the Library Budget. Unanimous vote. <br />Recreation <br />City Manager Trevino reported he and Assistant Finance Director Young reviewed <br />the Recreation Budget with Mr. Lofy and are in concurrence. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to tentatively approve <br />the Recreation Budget. Unanimous vote. <br />Recreation Director Lofy reported that he was concerned about the tremendous amount <br />of chlorene that is being required and used this year at the Colton Pool. Mr. Lofy <br />said no one has an explanation for the large increase over last year's usage, the <br />various tests conducted are valid. Mr. Lofy said his concern is over the fact that <br />budget wise, this area of his budget will go into deficit as his original request <br />was based on last year's use. <br />City Manager Trevino said staff will monitor the expense and adjust the budget if <br />necessary. <br />Mr. Lofy said in light of some maintenance problems being experienced with the Pool, <br />he would like to recommend that in the near future, the City train a permanent <br />maintenance person to do the maintenance work at the pool.
