°1 <br />talked with Building Inspector Twiss about this and Mr. Twiss is receptive to this G <br />being done before we start next year's program. <br />Recreation Director Lofy asked that the Council consider going back to the Vehicle <br />Allowance. Mr. Lofy said not only for himself, but for anyone succeeding him, as <br />this position calls for a vehicle to be available at all times and they are located <br />away from City Hall. <br />Discussion followed on the refunding of unused Dodger Game Tickets and on the <br />continuing good work being accomplished through the Colton Youth Recreation Program. <br />BUDGET - ENTERPRISE ACCOUNTS <br />Electric <br />City Manager Trevino reported he and Assistant Finance Director Young, reviewed <br />the Electric Budget with Mr. Drews and -'we are in concurrence. <br />Councilwoman Garcia questioned the Professional Services Account, saying are we <br />getting anything in return for the money we are expending. <br />Mr. Drews responded by saying some of the expense is for legal services to protect <br />the City's interest in various rate cases and we have been awarded a refund in one <br />of the cases, although the City has not yet received it. Mr. Drews said special <br />studies are also paid out of this account. <br />Upon question by Councilwoman Garcia, Mr. Drews explained the payback cost for <br />labor and material at 312 years for the High Pressure Sodium Lamps change over, <br />and thereafter, a savings would occur through the amount of energy conserved. <br />Moved by Councilwoman Garcia, seconded by Councilwoman Cisneros, to tentatively <br />approve the Electric Utility Budget. Unanimous vote. <br />Water <br />City Manager Trevino called Council's attention to Page 77, Water Utility, <br />Special Departmental Expense, 21-6001-40, saying the total amount reflected <br />should be decreased to $42,145.00 as the sum of $31,173 was included twice. <br />Councilman Rehrer asked if this budget reflected new controls to regulate the <br />water in the tank. <br />Water Superintendent Lyons said the controls for the La Loma and Rialto water <br />tanks are included in Account 89, reflected on Page 91. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to tentatively approve <br />the Water Budget. Unanimous vote. <br />Sewer <br />City Manager Trevino said the Sewer Budget reflects a slight decrease in expenditures, <br />as the City is not paying as many legal and engineering fees now that the sewer <br />litigation and study have been settled. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to tentatively approve <br />the Sewer Budget. Unaimous vote. <br />Refuse <br />City Manager Trevino said he would like to request a tentative approval of this <br />budget subject to an in depth report to be submitted to the City Council in the <br />next two weeks. City Manager Trevino 5_aid this utility is operating in the red <br />and we want to improve it as much as possible. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to tentatively approve <br />the Refuse Budget per staff's recommendation. Unanimous mote. <br />Cemetery <br />City Manager Trevino said the Cemetery shows signs of improving its' deficit <br />operation and the staff is working towards making this self-sustaining or <br />possibly profit making. Mr. Trevino recommeded approval of this budget. <br />Moved by Councilwoman Garcia, seconded by Councilwoman Cisneros, to tentatively <br />approve the Cemetery Budget.
