Community Development Act 45 <br />Budget <br />Mr. Trevino stated that Staff is recommending approval of the 1980-81 fiscal year <br />budget, in the amount of $8,955, for the Office of Community Development through <br />June, 1981. Mr. Trevino advised that the City will be billing the County on a <br />monthly basis and this sum will be returned to the City as this is a grant payable <br />project. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to approve Resolution <br />No. 4104. Unanimous vote. <br />RESOLUTION NO. 4104 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />THE 1980-81 FISCAL YEAR BUDGET. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1599 <br />City Attorney Edwards introduced Ordinance No. 1599 for Second Reading, reading it <br />as to number and title only: <br />ORDINANCE NO. 1599 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 964, <br />Second Reading AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. <br />N Moved by Councilwoman Garcia, seconded by Mayor Gonzales, to pass Second Reading and <br />(y) adopt Ordinance No. 1599. Unanimous vote. <br />D <br />Q Billboards <br />Q City Attorney Edwards reported on applications to construct four billboard signs, <br />referring to a memorandum from the Director of Building & Safety, and recommended <br />three alternatives the City Council might follow concerning this request: <br />1. Grant the applications, or some of them. <br />2. Deny the applications, or some of them. <br />3. Deny the applications without prejudice to a reapplication after the <br />-- implementation of the new general plan and the new zoning ordinance. <br />Mr. Edwards concluded that Staff would recommend approval of alternative number 3. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Staff's <br />recommendation. Unanimous vote. <br />Moratorium <br />City Attorney Edwards read in full his memorandum relating to extension of the <br />existing industrial moratorium and an expansion of the area to be included in <br />the moratorium. <br />Mr. Edwards presented Resolution No. 4105 which directs that a study be made as <br />to reducing the amount of industrially zoned land in the total area as expanded, <br />and Ordinance No. 1600, for First Reading, which would follow adoption of the <br />resolution and would prohibit certain industrial uses pending the study in the <br />same expanded area. <br />Mr. Edwards said that Staff would recommend the City Council adopt Resolution No. <br />4105, introduce Ordinance No. 1600 for First Reading, and set Tuesday, May 5, <br />1981, as the date for public hearing to extend Ordinance No. 1585 and adopt <br />Ordinance No. 1600. <br />Mr. Edwin Carroll, 1203 South Rancho Avenue, spoke in opposition to the Ordinance <br />stating it was damaging and did not give him the opportunity to exercice the use <br />of his property as it was intended. <br />It was explained to Mr. Carroll that the City Council was not taking action on <br />the ordinance this evening, and that was the purpose for setting this matter for <br />public hearing on May 5th, which would be the appropriate time for Mr. Carroll <br />to make any statements. <br />After additional discussion, moved by Councilwoman Cisneros, seconded by Councilwoman <br />Garcia, to approve Resolution No. 4105. Motion carried, with Councilman Rehrer vot- <br />ing NO. <br />RESOLUTION NO. 4105 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON TO INITIATE <br />AMENDMENT OF THE GENERAL PLAN AND ZONING ORDINANCE REGARDING IN- <br />DUSTRIAL LAND USE. <br />APR 2 11981 <br />
