4 "Mayor Gonzales read in full a Proclamation on behalf of visiting students from
<br />Japan. Mrs. Darlene Trimble accepted the Proclamation and asked each student to
<br />identify themselves to the City Council and audience.
<br />Mayor Gonzales stated the City Council would take a five minute recess.
<br />CORRESPONDENCE:
<br />Street Maintenance
<br />Mayor Gonzales referred to a letter from Dewayne Hudson, Edwin Spencer and Gilbert
<br />Ayala, all residents of A Court, requesting that the dirt alley between Olive and _
<br />"B" Street be closed completely.
<br />Councilman Hayes stated that he had discussed this matter with these residents and
<br />had encouraged them to approach the City Council with their request. Mr. Hayes
<br />recommended this matter be referred to Staff for review and possible solution.
<br />Council Members were in agreement with Councilman Hayes' recommendation.
<br />Zoning
<br />City Manager Trevino reported on a letter dated August 10, 1981, from Virgil B.
<br />Fluegel regarding a recent zone change in the Reche Canyon area, east of Prado
<br />Lane. Mr. Trevino recommended this matter be referred back to the Planning Depart-
<br />ment for further study.
<br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to refer back to Staff
<br />the request for reconsideration of the zone change east of Prado Lane in the Reche
<br />Canyon area. Unanimous vote.
<br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS:
<br />Recreation
<br />Acting Director of Recreation Jaime Aguilera gave a status report on the operation
<br />of the Recreation Department and the various activities coordinated by that Depart-
<br />ment in the absence of Max Lofy, who is out ill.
<br />Mr. Aguilera stated if the Council Members have any questions about the Department
<br />or the report, he would be happy to answer them.
<br />Professional Organizations
<br />Los Padrinos of Southern California, Inc.
<br />City Manager Trevino read his memorandum dated August 13, 1981, referring to two
<br />letters from Los Padrinos of Southern California, Inc., in which that organization
<br />requested financial assistance from the City of Colton in the amount of $878.33.
<br />Mr. Trevino continued that in contacting this organization, a representative, Gloria
<br />Aponte, mentioned that justification for the requested funds had been given to Mr.
<br />Lofy and, since Mr. Lofy is unable to provide this information, Staff recommends
<br />the applicants appear before the City Council to present their case.
<br />Gloria Aponte, Project Director of Los Padrinos of Southern California, Inc., 1180
<br />West 9th Street, San Bernardino, gave the Council Members copies of a letter dated
<br />August 18, 1981, together with copies of Program Calendars for the month of July
<br />and August, 1980, outlining programs and activities for their Summer Youth Program.
<br />Miss Aponte advised that during the fiscal year December, 1979, through February,
<br />1981, the Prevention of Juvenile Delinquency was allotted $105,269., and of that
<br />amount, $2,634. was provided by State Match and $2,635. was to be provided by Local
<br />Hard Match, with the local Hard Match being divided among three areas - Colton,
<br />Redlands and San Bernardino, via Region V of the Office of Criminal Justice Plann-
<br />ing.
<br />Miss Aponte stated she had talked with Mr. Lofy about this matter, however, he has
<br />been ill for some time now and, therefore, their request for Hard Match funds has
<br />not been resolved. Miss Aponte concluded by requesting consideration and approval
<br />of $878.33, Colton's local Hard Match portion.
<br />Councilman Rehrer stated he recalled an amount of approximately $30,000 that the
<br />City Council had allotted for youth programs and activities, and asked why the Hard
<br />Match funding could not be taken from that amount.
<br />Councilman Hayes stated he also remembered the same thing, and suggested that Staff
<br />check into this.
