13 i <br />roclamation <br />Mayor Gonzales read in full a Proclamation honoring Hazel Olson and her many achieve- <br />ments as an artist. The Proclamation was accepted by Mrs. Olson. <br />Boards & Commissions <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, ratifying appointment <br />of Aurelio De La Torre to the Utilities Commission. Unanimous vote. <br />PUBLIC HEARINGS: <br />General Plan <br />Res. No. 4163 <br />Mayor Gonzales delcared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported on a letter <br />of protest received from Harry L. Keiffer of A & K Developments, Inc. <br />Planning Director Aguilera reported from his memorandum dated December 10, 1981, ad- <br />vising that as Staff was instructed, three neighborhood meetings were held in various <br />locations of the City for the purpose of allowing for further citizen input on the <br />General Plan, and these meetings were highly publicized. The Planning Commission also <br />held a public hearing on this matter, December 8, 1981. <br />Mr. Aguilera continued the public expressed three concerns that the area northeast of <br />Harbor Drive be designated as commercial instead of medium density residential, that <br />the area north of the county line along the west side of La Cadena be classified as <br />commercial instead of low density residential, and that the area south of "M" Street <br />and east of the Fogg Street extension be designated as Industrial Park instead of <br />General Industrial. <br />Mr. Aguilera said the Planning Commission voted to recommend approval of these items <br />and added other changes which would classify Multi -Use Corridor in the following <br />areas: both sides of Mt. Vernon Avenue from Valley Boulevard to the City Limits; <br />the southeast side of Colton Avenue from 10th Street to the City Limits. <br />Mr. Aguilera concluded the Planning Commission recommends approval of the Revised <br />General Plan as amended, and if Council concurs, it would be in order to approve <br />Resolution No. 4163. <br />Mayor Gonzales asked if anyone desired to speak on this matter. <br />Ms. Millie Herrera, 248 East N Street, stated that although she is in favor of a <br />General Plan for the City of Colton she is concerned about South Colton in particu- <br />lar and the "industrialization" that is proposed for that area. Ms. Herrera felt <br />the City Council should consider making changes for the people, and the needs and <br />wants of those living south of the freeway. Ms. Herrera concluded the City should <br />ban heavy industrial uses and zoning and establish an Industrial Park zone. <br />Councilwoman Cisneros then commented on the Industrial Park zoning and asked if <br />the City's zoning regulations and plans do now indicate "Industrial Park Zoning" <br />City Attorney Edwards commented that the City's proposed General Plan, as recom- <br />mended by the consultants, indicates two types of industial zoning, one of those <br />being industrial park zoning, which intends to encourage master plan industrial <br />parks with a high level of amenities, and it suggests that it would be done by <br />permit process, such as a Conditional Use Permit, as used with the Planned Com- <br />munity zoning. Mr. Edwards continued that the City's Zoning Ordinance does not <br />at this time deal with this concept, as this is a new concept that we have not had <br />in the City of Colton before, therefore, our present zoning ordinance does not speak <br />to industrial park zoning, but rather to heavy industrial zoning, M-2, and light in- -' <br />dustrial zoning, M-1. Mr. Edwards said in summary, if the City Council does adopt <br />the General Plan, it would be appropriate for Staff to give some thought to addi- <br />tional regulations to implement the industrial park concept, or zoning, possibly <br />by amending the zoning ordinance to include this, which has not yet been done. <br />Also speaking in favor of the General Plan and what has been proposed were the follow- <br />ing: <br />Ms. Lorenza Vasquez, 677 South 8th Street, Colton. <br />Mr. Bill Fry, 23215 Twin Canyon Drive, Colton. <br />Mr. Dick Yost, 23247 Barton Road, Colton. <br />Miss Rosemary Colunga, 545 West "0" Street, Colton. <br />DEC 1 b 1981 <br />
