Mr. Harry L. Keiffer, President of A & K Developments, Inc., spoke to the City Cofra5l <br />in opposition to the City's proposed General Plan as it relates to his piece of prop- <br />erty, a 50 acre parcel at Barton Road and Hilltop Drive, requesting there be no in- <br />crease in density and a zoning designation of RE -PC to allow clustering of a 44 home <br />development in conjunction with the contiguous westerly property. Mr. Keiffer review- <br />ed information concerning his property, from the time of purchase in 1979, with regard <br />to the topography of the land, hilly terrain, and his proposals for development of the <br />acreage. Mr. Keiffer concluded they would like to maintain the current density, and <br />he would like to complete what he has started on this parcel of land. <br />Mayor Gonzales asked if anyone had additional comments to make. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, the Public Hearing was <br />terminated. Unanimous vote. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to approve Resolution No. <br />4163. Unanimous vote. <br />RESOLUTION NO. 4163 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ADOPT- <br />ING THE GENERAL PLAN FOR THE CITY OF COLTON. <br />Mayor Gonzales said he would like to thank the Blue Ribbon Committee, Staff, and all <br />those involved with the completion of the General Plan for the City of Colton. <br />NCouncilwoman Cisneros said she would like to make a motion to instruct Staff to make <br />appropriate additional regulations for the Industrial Park concept in our City's <br />zoning, and bring this back to the Council. Motion seconded by Councilman Hayes. <br />7 <br />Q Planning Director Aguilera stated he would like to clarify a point, in that not only <br />Q is Industrial Park a new designation, but also the downtown Multi -Use Corridor, and <br />the Mt. Vernon Avenue/Colton Avenue Multi -Use Corridor. Mr. Aguilera said the text <br />of the General Plan calls for Conditional Use Permits being required for those new <br />designations until such time as the zoning ordinance is amended to reflect those new <br />designations, and because of this, he would respectfully request that a Conditional <br />Use Permit be required, as per the text of the General Plan, for those areas until <br />such time as the new zoning designations can be introduced. <br />Councilwoman Cisneros said she would amend her motion to instruct Staff to prepare <br />an amendment to the Zoning Ordinance to reflect the new designations of Industrial <br />Park and Multi -Use Corridor, and to require a Conditional Use Permit until the amend- <br />ment is completed. Motion seconded by Councilman Hayes and unanimously passed. <br />CORRESPONDENCE: <br />Appeals <br />City Attorney Edwards advised that Item No. 9 on the Agenda, concerning an Appeal <br />from A & K Developments, Inc., can be handled along with Item No. 11, concerning <br />the denial of a zone change. <br />California Conservation Corps <br />Mr. Frank Rebollo, Conservationist for the Resources Agency of the California Con- <br />servation Corps, San Bernardino Center, made a presentation to the City Council with <br />regard to the Corps, which was created in 1976 and now has 25 Centers, and employs <br />young men and women between the ages of 18 and 23 for a period of one year to work <br />on projects which conserve and improve California's natural resources. <br />Each one of the members present introduced themselves to the Council Members and <br />public. <br />Mr. Rebollo stated if the City of Colton ever feels they have a need for these young <br />men and women and the many worthwhile services they perform, please do not hesitate <br />to call and let them know. <br />NG COMMISSION REPORTS AND RECOMMENDATIONS: <br />Zoning <br />P. C. Res. No. 1010 <br />Planning Director Aguilera reported on a request for a change of zone, from RE, Resi- <br />dential Estates, to RE -PC, Residential Estates/Planned Community, on 22 acres of <br />vacant land located south of Hilltop Drive and east of Barton Road. The applicant, <br />A & K Developments, Inc., plans to build a condominium project. <br />5 1981 <br />
