Civic Center <br />19 <br />Mr. Trevino read his memorandum regarding refurbishing of public seating areas <br />in the Civic Center, which would include the main lobby adjacent to the Council <br />Chambers, waiting areas in front of the Finance Department and Community Services/ <br />Planning Departments, and the waiting area in the Council offices. <br />Mr. Trevino advised that the cost for this is estimated to be $4,000, and can be <br />obtained by amending the 1980-81 budget to increase the Civic Center's Capital <br />Outlay Account #01-1803-90 in the amount of $4,000, and decrease the Deprecia- <br />tion Reserve Account #69-254 in the amount of $4,000. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to approve Resolution <br />No. 4081. Unanimous vote. <br />RESOLUTION NO. 4081 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, AMEND- <br />ING THE 1980-81 FISCAL YEAR BUDGET. <br />Professional Organizations <br />La Placita de Agua Mansa Restoration Association <br />City Manager Trevino reported on a request, that was being continued from a pre- <br />vious Council Meeting, from La Placita de Agua Mansa Restoration Association for <br />an allocation of funds in the amount of $10,000 for planning and design purposes <br />(10for their project. <br />Mr. Trevino advised that in November, 1978, the City, along with the County Office <br />Q of Community Development, established project priorities to be funded through <br />d Housing and Community Development Block Grant Funds and it was determined that <br />another priority be added, the Agua Mansa Restoration Program, in the amount of <br />$10,000, with the suggestion that possibly those funds could be used for consul- <br />tant services for the project. <br />Mr. Trevino continued that Housing and Community Development Block Grant Funds be- <br />long to the City of Colton and can often times be reprogrammed or reprioritized <br />according to the dynamics of change, therefore, it goes without saying that pri- <br />orities established two and one-half years ago may be subject to review in order <br />to determine validity. <br />Mr. Trevino said that Staff and the County Office of Community Development have <br />met several times and have discussed this matter in depth, and the consensus is <br />that the consulting firm the City has retained to update the General Plan be <br />charged with the added task of preparing a specific plan for the Agua Mansa area <br />and funding this additional task with the $10,000 that Agua Mansa is requesting, <br />which would serve a dual purpose - provide a document that would be available to <br />the Agua Mansa Restoration Association and prevent a duplication of effort on the <br />part of the City. <br />Mr. Trevino concluded it is recommended that the City Council instruct Staff to <br />negotiate a contract with the General Plan Consultants to prepare a specific <br />plan for the Agua Mansa area and authorize the Mayor to sign said contract after <br />review by the City Attorney, and after said specific plan is completed, make a <br />copy available to the Agua Mansa Restoration Association. <br />Councilman Rehrer asked which "Staff" had made these studies and recommendations, <br />and had they contacted any of the members of the Agua Mansa Restoration Associa- <br />tion on this. <br />Mayor Gonzales stated if he recalled correctly, at the last Council Meeting Staff <br />has been instructed to study this matter and report back to the City Council at <br />this meeting, which they have done; however, there was no mention, or recommenda- <br />tion, as to contacting members of the Agua Mansa Association in this regard. <br />Mayor Gonzales moved for approval of Staff's recommendation as outlined with re- <br />gard to funding for La Placita de Agua Mansa Restoration Association project. <br />Motion seconded by Councilwoman Garcia. <br />Councilwoman Garcia stated that she had asked for a copy of the list of the Board <br />of Directors of the Association and to date has not received one. Mrs. Garcia <br />said she was interested in knowing who serves on this Board. <br />Councilwoman Cisneros stated that she had been involved with the Agua Mansa <br />Association in the very beginning, when it was newly formed, and the intent <br />of the Association has always been to help people and do things for the better- <br />ment of the community. Mrs. Cisneros said she also feels this matter should <br />be discussed with members of the Association and brought up again at the Ad- <br />journed Council Meeting scheduled for next Tuesday, February g4, 1981. <br />FEB 17 1981 <br />
