15 <br />Mr. Drews concluded that the Utilities Commission, at a meeting held January 5, 1981, <br />concurred with Staff's recommendation. <br />After additional discussion among Council Members and Staff, moved by Councilman <br />Rehrer, seconded by Councilwoman Garcia, approving Staff's recommendation with re- <br />gard to an interim electric rate increase as outlined. Unanimous vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Purchasing Division <br />Ord. No. 1596 <br />City Attorney Edwards reported that previously the City's purchasing ordinance <br />required noticed bids for purchases of supplies, services and equipment of es- <br />timated value over $5,000, however, in May of last year, Ordinance No. 1584 was <br />adopted raising that value to $10,000. Mr. Edwards stated that Ordinance No. <br />1596 would lower that value back to $5,000, if Council concurs. <br />City Attorney Edwards then introduced Ordinance No. 1596 for First Reading, read- <br />ing it as to number and title only: <br />ORDINANCE NO. 1596 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON, AMEND - <br />(First Reading ING ORDINANCE NOS. 1080 AND 1231, AND CHAPTER 3.08 OF THE COLTON <br />(v MUNICIPAL CODE, PROVIDING FOR A PURCHASING AND SALES SYSTEM. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to pass First Reading <br />and waive full reading of Ordinance No. 1596. Unanimous vote. <br />Q Legal <br />Personnel <br />City Attorney Edwards advised that Lynn Clark has signed the necessary documents to <br />settle his suit against the City for the sum of $7,500, and to accomplish the settle- <br />ment, motion action from the City Council authorizing payment is recommended. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, approving and authoriz- <br />ing payment of $7,500, settlement of Lynn Clark suit, as outlined by Staff. Unanimous <br />vote. <br />ORAL COMMUNICATIONS: <br />Mr. Ted David, 1210 Rancho Avenue, read a letter dated January 10, 1978, which had <br />been submitted to Mr. Earl Young of the Community Services Department, relating to <br />a serious water and drainage problem on his property. Mr. David also referred to <br />a Police Report citing the flooded condition and damage to his property. <br />Mr. Calvin Wang, Director of Community Services, stated that he had just been made <br />aware of this problem and he would have to check into the matter before reporting <br />to the City Council on the possible solutions. <br />Telephone Service <br />Councilman Hayes reported that Mr. Dan Schnore, of Pacific Telephone, has indicated <br />there will be a telephone collections office for payment of bills in Colton in the <br />near future. <br />Personnel <br />Mr. Wes Hayden, 279 Litton Avenue, commended the City Council on the proposed con- <br />tract for the City Manager's position. Mr. Hayden stated this is something that <br />should have been accomplished a long time ago and it should help to bring stability <br />and progress to the City. Mr. Hayden said he would like to see the City Manager <br />move into the City of Colton to share in the common cause of the community. <br />Street Maintenance <br />Mr. Frank Smith, 270 West "F" Street, complained about the condition of 6th Street, <br />stating the City had patched a few of the holes, however, the street was still in <br />very poor condition. <br />Mr. Calvin Wang read a memorandum regarding the repairs that had been made to 6th <br />Street, and also suggested that this street be included as a part of the forthcom- <br />ing street improvement projects of target areas. <br />FEB 3 1981 <br />
