it <br />DATIONS: <br />Teen Program <br />Mr. Altus S. Menifee, Jr., Recreation Supervisor, reported from a memorandum, from <br />Recreation Director Max Lofy, regarding the Teen Program and activities. <br />Mr. Menifee advised that he conducted a survey of six cities having their own teen <br />centers and in each case the teen center promoted loitering, created problems with <br />control and increased police patrolling, etc., and therefore, it would seem more <br />advantageous to establish the teen centers and programs in our own Community Centers. <br />Mr. Menifee stated there are future programs and activities being planned that will <br />be presented to the City Council at a later date. <br />Councilwoman Garcia asked for a monthly report on both the Luque Center and the <br />Hutton Center and the activities carried on at both Centers, as she was interest- <br />ed in whether or not the Centers were being utilized properly by the community as <br />a whole. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Personnel <br />Res. No. 4073 <br />City Manager Trevino requested approval of Resolution No. 4073, authorizing the <br />temporary position of Building Inspector Trainee to be funded through June 30, <br />1981, for numerous minor repairs of the Library and ball field buildings. <br />Mr. Trevino continued this can be accomplished by taking $3,500 from the Library <br />Temporary Salaries account, and $600 from Unappropriated Surplus. Mr. Trevino <br />said it is also recommended the Library Building Maintenance Account be increas- <br />ed by $750, funded by the California Library Services Act (CLSA) Grant. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to approve Resolution <br />No. 4073. Unanimous vote. <br />RESOLUTION NO. 4073 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMEND- <br />ING THE 1980-81 FISCAL YEAR BUDGET. <br />Personnel <br />Res. No. 4074 <br />City Manager Trevino referred to his memorandum and correspondence from Fire Chief <br />Al Teague requesting an additional appropriation for the Fire Department Overtime <br />Account of $11,000, due to depletion of that account, in order to adequately man <br />the Fire Department during emergency operations. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution <br />No. 4074. Unanimous vote. <br />RESOLUTION NO. 4074 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMEND- <br />ING THE 1980-81 FISCAL YEAR BUDGET. <br />Personnel <br />Res. No. 4075 <br />Mr. Trevino reported on a request from Fire Chief Al Teague for temporary clerical <br />assistance during the secretary's absence, who will be on sick leave for approxi- <br />mately six weeks. <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Resolution <br />No. 4075. Unanimous vote. <br />RESOLUTION NO. 4075 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMEND- <br />ING THE 1980-81 FISCAL YEAR BUDGET. <br />Electric Utility <br />Electric Utility Director Gale Drews advised that the Southern California Edison <br />Company has filed a rate increase with the Federal Energy Regulatory Commission <br />(FERC) to become effective February 14, 1981, increasing the City's wholesale rate <br />by an estimated 7.4%, and Staff is recommending that, if the wholesale rate increase <br />is approved by the F.E.R.C. effective on that date, the City Council approve an in- <br />terim rate increase of 7.4% to all customer classes until a new resolution setting <br />a rate schedule is approved by the City Council. <br />FEB 3 1981 <br />
