City Clerk Ramos submitted the Affidavit of Publication and reported that no prots3s or objections had been received. Planning Director Aguilera stated this matter concerns the prezoning of Annexation East 33, requested by Rodney Collins, to change from County Zoning to City Zoning, R -E -X, Residential Estate with Special -Conditions, on property located on Lot 5 and a portion of Lot 6 in Tract No. 7531, better known as 11633 Encanto Lane. Mr. Aguilera advised the Planning Commission held a public hearing on this matter and recommended approval of the prezoning, as outlined in Planning Commission Reso- lution No. 1001, and pending final approval by the Local Agency Formation Commis- sion. Mayor Gonzales asked if anyone in the audience desired to speak in favor of or in opposition to the proposed prezoning. Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to terminate the Public Hearing. Unanimous vote. Moved by Councilman Hayes, seconded by Councilman Rehrer, to pass First Reading, and waive further reading, of Ordinance No. 1605. Unanimous vote. ORDINANCE NO. 1605 - AN ORDINANCE OF THE CITY OF COLTON AMENDING ORDINANCE NO. 964, First Reading AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. Sewers Res. City Manager Trevino stated the third quarter sewer connection allocations, pursuant to Ordinance No. 1595, are the same as allotted the first and second quarters, and if Council is in agreement, approval of Resolution No. 4126 would be in order. RESOLUTION NO. 4126 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON PURSUANT TO ORDINANCE NO. 1595, ALLOCATING PRIORITY 3 SEWER ALLOCATIONS. Director of Building & Safety John Twiss advised there are approximately 53 sewer connections left from the first and second quarter's allocations and possibly the City Council would like to consider allocating these connections at a future Council meeting. City Attorney Edwards agreed that this can be done. PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: Planning Cases -- Planning Director Aguilera reported on a request for use of a mobile home as a tem- porary classroom trailer, pursuant to Section 18.32.070 of the Colton Municipal Code, on property located at 11500 South Mt. Vernon Avenue. The Planning Commission has recommended approval of this request. Moved by Councilwoman Garcia, seconded by Councilman Hayes, to approve request for use of mobile home as temporary classroom trailer. Unanimous vote. Conditional Use Permits P. C. Res. No. 1003 Mr. Aguilera read his memorandum regarding the revocation of a Conditional Use Permit, approved June 3, 1980, for J. Farooque, to operate a service station located at 833 West Valley Boulevard, due to non-compliance of special condi- tions and violation of the requirement of the $5,000 performance bond. JUL 2 11981
