84 Mr. Aguilera said the Planning Commission recommends revocation of the Conditional <br />Use Permit, Index No. C-10-80, as outlined in Planning Commission Resolution No. <br />1003. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to approve Planning <br />Commission Resolution No. 1003. Unanimous vote. <br />Conditional Use Permits <br />P. C. Res. No. 1002 <br />Mr. Aguilera reported on a Conditional Use Permit application requested by the First <br />Assembly of God Church to construct six office spaces and two locker room facilities <br />for both men and woman, which will create an addition of approximately 1,680 square <br />feet, on property located at 450 West Citrus Street. <br />Mr. Aguilera advised that the Planning Commission recommended approval of the Con- <br />ditional Use Permit application as outlined in Planning Commission Resolution No. <br />1002, subject to findings and eight conditions as listed therein. <br />Moved by Councilwoman Garcia, seconded by Councilwoman Cisneros, to approve Planning <br />Commission Resolution No. 1002, subject to findings and conditions as listed therein. <br />Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Library <br />City Manager Trevino read his memorandum dated July 15, 1981, stating at a special <br />meeting on June 23, 1981, Council requested that Mr. Chuck King return tonight and <br />make a presentation with reference to the proposed Library, and, as Council is <br />aware, the Library Committee, chaired by Councilwoman Pauline Garcia, has met <br />several times with Mr. King and some consensus has been reached regarding the con- <br />ceptual design of the proposed Library. <br />Mr. Trevino continued also present tonight are Ron Titaro and Tom McNeil who are <br />representing the financial institution that is issuing the commitment letter. <br />Mr. Trevino concluded should Council concur, the following action may be taken and <br />is offered as a recommendation: <br />1. Authorize Mr. King to proceed with the drawing of a set of plans and specifica- <br />tions. <br />2. Direct Staff to negotiate a lease -leaseback agreement with Mr. King. <br />3. Have Mr. King be prepared to present the plans and specs and the lease -leaseback <br />agreement at the Council Meeting of August 18, 1981. <br />Councilwoman Garcia said she would like to make a clarification, and that is that <br />Mr. King did not meet with the Committee, he met with her several times but not <br />with the Committee as a whole. <br />Mr. Chuck King, of Chuck King & Associates, made a presentation to the City Council <br />with regard to the proposed Library building, advising that the two existing build- <br />ings on the proposed site will be demolished and the property readied for construc- <br />tion of the new Library building. Mr. King said the proposed building will contain <br />approximately 9,000 square feet and will be constructed in such a way as to accommo- <br />date a second story for future use and expansion. Mr. King then showed the Council <br />Members and public drawings to the proposed structure. <br />Mayor Gonzales asked how many parking spaces will be provided. <br />Mr. King replied there will be 50 parking spaces, which will deal with street parkinc <br />and a parking lot. <br />Mayor Gonzales asked about the future second story that may be added to the building, <br />the bracing and other facilities necessary to accommodate future expansion. <br />Mr. King stated the downstairs as well as the ceiling joists will support the second <br />floor, and the foundation as well as the framing will be structurally built to take <br />on the addition in the future. Mr. King stated there will also be adequate plumbing <br />and electrical installed now to take care of the addition in the future. <br />Councilman Rehrer stated this is the first time he has seen any kind of a floor plan <br />or design, and he, for one, would not want to enter into any kind of agreement at <br />this time until the Council has a good chance to look at the plans.
