Tract Files 61 <br />Accept Tract No. 9839, release of securities for the tract development. <br />Assessments <br />Report from City Treasurer regarding Investments and Assessment Districts. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to approve the Consent <br />Calendar. Unanimous vote. <br />PUBLIC HEARINGS: <br />Zoning/Moratorium <br />Ord. No. 1585 & Ord. No. 1600 <br />Mayor Gonzales declared the Continuance of the Public Hearing. <br />City Clerk Ramos submitted the Affidavit of Posting the Continuance. <br />City Attorney Edwards reported the Public Hearing is being continued from a pre- <br />vious Council Meeting to consider the extension of Ordinance No. 1585 and to <br />approve Second Reading of Ordinance No. 1600 for final adoption, regarding the <br />moratorium on industrial land uses in the southern portion of the City. <br />NMr. Edwards then read in full three letters pertaining to property in South Colton <br />owned by Mr. Ed Carroll, within the moratorium boundaries, from Ross & Stein, At- <br />torneys at Law; Automobile Club of Southern California; and M D Enterprises, Inc. <br />Q Mr. Ed Carroll, 1203 South Rancho Avenue, spoke again in opposition to the extension <br />Q of the moratorium, stating the City Council would be doing the residents of South <br />Colton a great injustice by taking action to extend the moratorium in that area. Mr. <br />Carroll stated he has been doing a little research on this matter since the last meet- <br />ing and advised that throughout the country the only property on the selling market <br />today is commercial and industrial, and the City needs the monies that are derived <br />from commercial and industrial properties and businesses. <br />Mr. Mel Albiso, 1321 Redlands Avenue, spoke in favor of extending the moratorium, <br />-- stating what is more important - homes and people or property. Mr. Albiso said he <br />feels there are more important things to do with property than put junk yards on them. <br />Mrs. Lorenza Vasquez, 677 South 8th Street, spoke in favor of entending the moratorium, <br />stating the majority of residents of South Colton are opposing additional industrial <br />development at this time pending the completion of the General Plan, and hoping they <br />will have the opportunity to plan and develop their community. Mrs. Vasquez again <br />stated that another junk yard is not needed in South Colton. <br />Mr. Henry Mendoza, 302 South La Cadena Drive, spoke in opposition to extending the <br />moratorium, stating he is in opposition to a wholesale moratorium, and the City badly <br />needs development and businesses. Mr. Mendoza said that he had visited Mr. Carroll's <br />property in South Colton and found a very clean, well run operation. Mr. Mendoza said <br />if the Council will remember, the City went on record years ago for the development <br />and betterment of South Colton, and this moratorium will be defeating the City's pur- <br />pose. <br />Miss Rosemary Colunga, 545 West "0" Street, stated the City is in need of a General <br />Plan that will establish guidelines for the betterment of the community and for good <br />development throughout the City. Miss Colunga said it seems as though every entrance <br />into the City of Colton has a wrecking yard. <br />Mrs. Nicky Zafuto, 1201 Jefferson Lane, spoke in opposition to the moratorium, and <br />also spoke about the industrial businesses located near her neighborhood. Mrs. Zafuto <br />said the moratorium stalls or deadlocks property owners from selling their properties, <br />unabling them to move elsewhere. <br />Councilman Rehrer stated that he would be opposed to continuing this moratorium. <br />Councilman Hayes said that he has studied this situation quite extensively, and <br />he also visited Mr. Carroll's operation in South Colton, which is a very clean <br />operation and well developed piece of property, however, in all fairness, he would <br />have to say he would be in favor of extending the moratorium. <br />Mayor Gonzales asked if anyone desired to make additional comments on this matter. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, the Public Hearing was <br />terminated. Unanimous vote. <br />Councilman Rehrer moved that Ordinance No. 1585 not be extended. Motion died for <br />lack of a second. <br />JUN 2 1981 <br />
