Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, approving extension of Ordinance No. 1585 for a period of one year. Upon Roll Call, the Vote was: AYES: Four; Hayes, NOES: One; Rehrer. ABSENT: None. Motion carried. Personnel General Clerk Cisneros, Garcia, Gonzales. Mayor Gonzales declared the Public Hearing open. Personnel Officer submitted the Affidavit of Posting. Mr. Trevino read from his report regarding the creation of the position of General Clerk, which would be temporary, or part-time, and would be paid an hourly rate with no fringe or supplementary benefits available. Mr. Trevino advised that very often the City has serious problems finding qualified people who are available for employment for short periods of time, and therefore, this position is needed. Mr. Trevino concluded the Council Members have copies of the required documentation dealing with this position. Mayor Gonzales asked if anyone desired to speak on this matter. Moved by Councilwoman Garcia, seconded by Mayor Gonzales, the Public Hearing was terminated. Unanimous vote. RESOLUTION NO 4116 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON FIX- ING THE COMPENSATION FOR PART-TIME, HOURLY EMPLOYEES AND PROVIDING FOR THE PAYMENT OF MINIMUM WAGES, AND AMENDING RESOLUTION NO. 4113. Zoning Ord. No. 1602 Mayor Gonzales declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no objec- tions or protests had been received. Mr. Joseph Fazio, Planning Consultant, advised that the proposed Zoning Ordinance is basically the same ordinance reviewed by the City Council at a previous Study Session, with a few minor changes that were added by the Planning Commission at their meeting held May 12, 1981. Mr. Fazio stated that the Planning Commission has approved the proposed zoning ordinance, and recommends to the City Council adoption of this Ordinance. Mr. Fazio said there is a state requirement that the text of a zoning ordinance is not in conflict with a general plan, and this re- quirement has also been met with the City's proposed ordinance. Mayor Gonzales asked if anyone desired to speak on this matter. Moved by Councilman Hayes, seconded by Councilwoman Garcia, the Public Hearing was terminated. Unanimous vote. Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to pass First Reading and waive further reading of Ordinance No. 1602. Unanimous vote.
