has on hand a balance in the Transportation Fund of $445,575 as of the end of 3 1 <br />February, 1981. Mr. Wang said this fund was proposed to be applied towards the <br />La Cadena Drive Street Improvement Project, in addition to the Fogg Street Project, <br />and, if the City Council chooses to commit the $310,000 for the Fogg Street Project <br />as required, the scope and timing of the La Cadena Drive Street Improvement Project <br />will need to be reevaluated and possibly modified. <br />Mr. Wang concluded Staff recommends approval of the project concept, concurrence of <br />the Planning Commission's findings that the project will not adversely affect the <br />general plan or environment, and allocation of $310,000 towards the 10 percent local <br />share requirement in connection with the grade separation fund application. <br />After additional discussion, moved by Councilwoman Garcia, seconded by Councilman <br />Hayes, to approve Staff's recommendations as outlined regarding the proposed project. <br />Motion carried, with Councilwoman Cisneros and Councilman Rehrer voting NO. <br />Bids <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to reject all bids on <br />construction contract for Reche Canyon Water Pumping Station, to readvertise for <br />bids with the clarification of all items being requested. Unanimous vote. <br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />Colton Youth Football League <br />D Mr. John Mosqueda, President of the Colton Youth Football League, stated the League <br />Q is withdrawing their request for funds from the City, as this has caused some con- <br />troversy among other leagues, and therefore they will find other sources of fund- <br />ing. <br />Councilwoman Garcia commended the League for going on their own, and stated that <br />possibly some of the local businesses could lend a helping hand. <br />Goals <br />City Manager Trevino referred to a report from the Recreation and Parks Commission <br />outlining goals, priorities and projects for the forthcoming year. Mr. Trevino <br />stated these items can be reviewed and discussed during the forthcoming budget <br />sessions. <br />Councilman Rehrer commended the Recreation and Parks Commission for their well- <br />written report. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Sewer System <br />Ord. No. 1595 <br />City Manager Trevino stated Staff recommends setting a public hearing for Tuesday, <br />April 7, 1981, to consider and make the quarterly sewer allocations as set out <br />by Ordinance No. 1595. <br />Moved by Councilman Hayes, seconded by Councilwoman Garcia, to set for public hear- <br />ing on Tuesday, April 7, 1981, at 7:30 p. m., quarterly sewer allocations as set <br />out by Ordinance No. 1595. Unanimous vote. <br />Soecial Assessments <br />City Manager Trevino referred to a memorandum from the City Treasurer recommending <br />the services of C M Engineering to perform the parcel splits, or reapportionment, <br />within assessment districts at a cost of $200 per parcel for their services. <br />Moved by Councilwoman Garcia, seconded by Councilwoman Cisneros, approving and <br />authorizing C M Engineering to perform parcel splits on assessment districts <br />at a cost of $200 per parcel for services. <br />Councilman Rehrer asked why this service could not be done in house. <br />City Attorney Edwards stated the City has always employed the services of some- <br />one specialized in this procedure, such as MacKenzie Brown, as there are many <br />technical aspects involved with this type of work. <br />Director of Community Services Calvin Wang also discussed the procedures followed <br />for parcel splits within assessment districts, in compliance with the Streets and <br />Highways Code, and an approved proposal for handling future land divisions. <br />MAR 17 1981 <br />
