<br />After additional discussion, Mayor Gonzales suggested that the public hearing be
<br />continued to the next regular Council Meeting, June 2, 1981, because there was
<br />qot a full Council present this evening.
<br />Mayor Gonzales further stated that Mr. Carroll's letters will be read at the next
<br />meeting also.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to continue the public
<br />hearing to the next regular Council Meeting to be held Tuesday, June 2, 1981.

<br />Mayor Gonzales declared the Public Hearing open.
<br />City Clerk Ramos submitted the Affidavit of Publication and reported that no protest
<br />or objections had been received.
<br />Mr. Gregg P. Kent, President of Kencor & Woodcrest Development, advised he had filed
<br />an Appeal to Planning Commission Resolution No. 996, which denied his zone change ap-
<br />plication from an R -E and R -E -X zone to P.C. zone on property located at the east end
<br />of Prado Lane in the Reche Canyon area.
<br />Mr. Kent stated he has prepared a dossier on the proposed development, consisting of
<br />approximately 180 acres of land, which he read in full to the Council Members. The
<br />report consisted of previous actions taken by the Planning Commission at a public
<br />hearing and an outline of the proposed development which will consist of single family
<br />dwellings and townhouses.
<br />Mr. William F. Moody, contractor for the proposed project, gave a lengthy presentation
<br />on the development, outlining the boundaries on maps and drawings, advising that this
<br />project will be constructed over a period of five to seven years, the density of 2
<br />units per acre will not be changed, there will be 15,000 lineal feet or more of
<br />equestrian area and attractive landscaping. Mr. Moody stated there will be no prob-
<br />lem with ingress and egress, utilizing Prado Lane and Westwood, with plans for con-
<br />struction of a future all-weather emergency access road. Mr. Moody continued there
<br />will be ample water supply as it is planned to build a water tank which will con-
<br />tain approximately one-half million gallon capacity, which can also be utilized in
<br />case of the threat of fire. Mr. Moody stated that the development of open areas and
<br />vacant land would also lessen uncontrollable fire hazards. Mr. Moody concluded the
<br />rural type atmosphere will be maintained throughout, and this development will produce
<br />a major improvement for Colton and the community.
<br />Ms. Dana Ward, resident of Reche Canyon in Riverside County, said she had several
<br />statements to make with regard to the proposed development. Ms. Ward asked what
<br />effect the additional traffic will have on the Reche Canyon roads, will there be
<br />adequate water supply for the dwellings and where will it come from, will this de-
<br />velopment encourage future density transfers, and if this developer is allowed to
<br />do this with his property, will everyone be given the same opportunity.
<br />Mr. Kent stated he would like to respond to the questions, advising that water and
<br />sewer services would be coming from Barton Road, there will be adequate water supply,
<br />and there will be no overloading of the roads, there will be more than ample access
<br />from Prado Lane, Westwood and future road that will be constructed, eventually lead-
<br />ing out to the City of Loma Linda.
<br />City Manager Trevino also responded by adding that a property owner can utilize his
<br />land to its best use providing that all requirements are being met.
<br />Mr. Kris Winchak, 11663 Encanto Lane, spoke in opposition to the zone change stating
<br />that as he could see it there is still only one road for access, and it this develop-
<br />ment is approved, it will only encourage more projects of the same kind.
<br />Speaking in favor of the zone change and proposed development were Mr. James F. Rowe,
<br />resident of Newport Beach and property owner in the Reche Canyon area, and Mrs. Fletcher,
<br />property owner in the Reche Canyon area, both stating this development will be good
<br />for the area, and that you cannot stand in the way of progress.
