Resolution No. 4110 <br />Amending Budget/Community Svcs. <br />City Manager Trevino reported the Parks and Cemetery Divisions have been <br />experiencing numerous breakdowns of their vehicles largely due to age of the <br />equipment. Mr. Trevino said some new equipment has been requested in the forth- <br />coming 1981-82 budget, however, additional funds will be needed for the remainder <br />of this fiscal year. <br />City Manager Trevino stated no increase is required as there are savings in other <br />operating accounts within the Community Services overall budget. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, to approve Resolution <br />No. 4110. Unanimous vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Appeals <br />P.C. Res. 996/Kencor Co. <br />City Attorney Edwards reported that Mr. Gregg P. Kent, President of Kencor, <br />has filed a proper appeal to Planning Commission Index No. A-1-81, Resolution <br />No. 996, relating to a Zone Change Amendment. Mr. Edwards stated staff's <br />N recommendation is to set the appeal for public hearing on May 19, 1981. <br />(y) Moved by Councilman Hayes, seconded by Councilwoman Garcia, to set the Appeal <br />by Mr. Gregg P. Kent (Kencor) to Planning Commission Resolution No. 996, for <br />Q public hearing on May 19, 1981. Unanimous vote. <br />Q ORAL COMMUNICATIONS: <br />Permits <br />Dance/American Legion <br />Mr. Les Swalley of the American Legion Post 155, requested approval of their <br />Annual Dance Permit for their facility at 1401 Riverside Avenue. Mr. Swalley <br />stated the Police Department has approved their application. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to approve the <br />Annual Dance Permit for the American Legion Post 155. Unanimous vote. <br />Cemetery <br />Memorial Day <br />Mr. Les Swalley invited the Mayor to give the Welcoming Address on Memorial <br />Day, May 25, 1981 at 9:00 a.m. at Hermosa Cemetery. <br />Parks <br />Elizabeth Davis <br />Mr. Gene McCutchen residing on Stevens Street, addressed the Council saying the <br />week -end music at Elizabeth Davis Park is too loud and goes on too long. <br />Mr. McCutchen stated the music starts at 10:00 a.m. and goes until 10:00 p.m. <br />and on a Sunday this is a nuisance. <br />City Manager Trevino responded staff would look into this matter. <br />Recreation <br />Personnel/Part-time <br />-^ Mr. Abraham Sanchez, part-time Recreation Employee, stated the City has addressed <br />some of the youth activity problems by providing recreation programs in both the <br />north and south sections of the City, however, these programs are primarily aimed <br />at boys. Mr. Sanchez said he would like to introduce Mr. Tony Gonzales and Miss <br />Rachel Resendez who wish to address the female participation issue. <br />51 <br />Tony Gonzales and Rachel Resendez both reported they work and are involved with <br />Maldef, Operation Casa Ramona which has a Redirect Program for young girls, and <br />Los Padrinos. Both Tony and Rachel stated that the girls' needs for active <br />participation in recreational/social/domestic programs deem that the City consider <br />hiring a part-time female as a counterpart to Abraham Sanchez and his boys' program. <br />On Council concensus this matter was referred back to staff. <br />MAY 6 1981 <br />
