Mr. <br />Trevino recommended the designation of the Mayor as the official representative <br />and the Mayor Pro Tem as the alternate. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, and unanimously <br />passed, to designate the Mayor and Mayor Pro Tem, as the official representative <br />and alternate, respectively, to the Citrus Belt Division of the League of California <br />Cities. <br />Resolution No. 4107 <br />Amending Budget/Property Purchase <br />City Manager Trevino reported Staff negotiated an agreement with the owners of the <br />dwelling at 656 North Ninth Street and has entered into an escrow for the purchase <br />of property; thus, allowing the City to own all of the property fronting Ninth and <br />D Streets, comprising approximately half a block. <br />Mr. Trevino stated Resolution No. 4107 before the Council tonight, would set aside <br />$5,900 from Unappropriated Surplus to Capital Improvements by amending the budget <br />to fund this purchase. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to adopt Resolution <br />No. 4107. Unanimous vote. <br />RESOLUTION NO. 4107 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />THE 1980-81 FISCAL YEAR BUDGET. <br />Resolution No. 4108 <br />Amending Budget/Electric Dpt. <br />Electric Utility Director Gale Drews, reported this is a two -fold item. The first <br />part involves the contracting with a consultant to run rate simulations, program our <br />computer for future rate studies, and program the new rate schedule into the com- <br />puter. On the first part, Mr. Drews stated that he and discussed the work necessary <br />with the City's Data Processing Supervisor and he felt uncomfortable with the amount <br />of changes that would have to be made in the electric rate program. Mr. Drews said <br />he also discussed this with R. W. Beck and Assoc. and with Mr. Dave Roupe, the <br />former City Data Processing Supervisor. <br />Mr. Drews recommended the Council accept the proposal submitted by Mr. Dave <br />Roupe in the amount of $4,500, saying Mr. Roupe was the one who did the original <br />electric rate programming and his cost is lower than that of R.W. Beck & Assoc. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to accept the <br />proposal submitted by Dave Roupe. Unanimous vote. <br />City Attorney Edwards reported the second part of this matter, involves a <br />resolution to amend the budget by increasing the Professional Service Account <br />and decreasing the Administrative Cost Account of the Electric Department. <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to adopt Resolution <br />No. 4108. Unanimous vote. <br />RESOLUTION NO. 4108 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />AMENDING THE 1980-81 FISCAL YEAR BUDGET. <br />Finance <br />Appropriations <br />City Manager Trevino reported that Aritcle XIII B of the Constitution of the <br />State of California was added by the voters on November 6, 1979, this statute <br />establishes and defines annual appropriation- limits on state and local governments <br />based on annual appropriations for the prior fiscal year. <br />Mr. Trevino recommended adoption of Resolution No. 4109 to formally establish the <br />Appropriations Limit for Fiscal Year 1980-81. <br />Moved by Councilwoman Garcia, seconded by Councilwoman Cisneros, to approve <br />Resolution No. 4109.
