Mr. Trevino recommended the designation of the Mayor as the official representative and the Mayor Pro Tem as the alternate. Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, and unanimously passed, to designate the Mayor and Mayor Pro Tem, as the official representative and alternate, respectively, to the Citrus Belt Division of the League of California Cities. Resolution No. 4107 Amending Budget/Property Purchase City Manager Trevino reported Staff negotiated an agreement with the owners of the dwelling at 656 North Ninth Street and has entered into an escrow for the purchase of property; thus, allowing the City to own all of the property fronting Ninth and D Streets, comprising approximately half a block. Mr. Trevino stated Resolution No. 4107 before the Council tonight, would set aside $5,900 from Unappropriated Surplus to Capital Improvements by amending the budget to fund this purchase. Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to adopt Resolution No. 4107. Unanimous vote. RESOLUTION NO. 4107 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE 1980-81 FISCAL YEAR BUDGET. Resolution No. 4108 Amending Budget/Electric Dpt. Electric Utility Director Gale Drews, reported this is a two -fold item. The first part involves the contracting with a consultant to run rate simulations, program our computer for future rate studies, and program the new rate schedule into the com- puter. On the first part, Mr. Drews stated that he and discussed the work necessary with the City's Data Processing Supervisor and he felt uncomfortable with the amount of changes that would have to be made in the electric rate program. Mr. Drews said he also discussed this with R. W. Beck and Assoc. and with Mr. Dave Roupe, the former City Data Processing Supervisor. Mr. Drews recommended the Council accept the proposal submitted by Mr. Dave Roupe in the amount of $4,500, saying Mr. Roupe was the one who did the original electric rate programming and his cost is lower than that of R.W. Beck & Assoc. Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to accept the proposal submitted by Dave Roupe. Unanimous vote. City Attorney Edwards reported the second part of this matter, involves a resolution to amend the budget by increasing the Professional Service Account and decreasing the Administrative Cost Account of the Electric Department. Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to adopt Resolution No. 4108. Unanimous vote. RESOLUTION NO. 4108 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE 1980-81 FISCAL YEAR BUDGET. Finance Appropriations City Manager Trevino reported that Aritcle XIII B of the Constitution of the State of California was added by the voters on November 6, 1979, this statute establishes and defines annual appropriation- limits on state and local governments based on annual appropriations for the prior fiscal year. Mr. Trevino recommended adoption of Resolution No. 4109 to formally establish the Appropriations Limit for Fiscal Year 1980-81. Moved by Councilwoman Garcia, seconded by Councilwoman Cisneros, to approve Resolution No. 4109. Unanimous vote.
